I have a theory about who the black hood could be and I needed to share it..

Sheriff Keller.

First things first: He has green eyes.

And, from what we have seen from the black hood, he seems like a grown man..

-Sheriff Keller has been acting strangely lately.

-The black hood killed the Sugarman when he was in jail. In the middle of the night. Police men aren't idiots, they won't leave without watching over the place. So how did he get in? Unless he was in from the beginning.

-When black hood called Betty and told her that he's going to be in the hall where the meeting was.. How did he get in? Unless he was familiar.

So that, guys, was my theory.
