This one could work as a bunch of short scenes (sort of like the average Avengers Chatroom book) but if you wanted, you could also work in a whole plot. That is, if you can come up with a whole plot.

Title: The Rehab Squad (open for better suggestions)

Main characters: [Marvel] — Loki, Bucky; [Hunger Games] — Peeta; MEGAMIND; [Sherlock] —Mary Watson; [LOTR] — some elves, maybe? They don't have to be canon.; [Divergent] — there's bound to be someone; [HTTYD] — DAGURRRRR; [whatever other fandoms you can come up with] — whoever you want.

Timeline: Wherever

General idea: Some genius {could be an inter-fandom group project of geniuses ;-)} decided that it would be a good idea to dump all their "problem cases" in one building. So basically anyone from any fandom of whom people doubt (or at least earnestly have doubted at some point) which side they're on. Especially if they've doubted themselves. Anyone who's ever been a villain, but switched sides. Because throwing all those people together probably couldn't possibly go wrong, could it? And then of course, the ideal is that they form a team. A working unit. The Rehab Squad.
