My theory is, (spoilers)

Shiggi the cuffs killed Hana (Momo) and some homie revived her and put her in an orphanage. the Yaoyorozu's adopted the queen, and gave her a new name.

If you think that's a little loose just because Nana and Momo look alike, Here's Hana.

She looks like a child version of Momo

AND, Shigaraki has that mole(?) They made it seem like all Shimura's have moles. Hana DOESN'T. MOMO DOESN'T HAVE A MOLE. It would be better if they both had the mole to make more sense, but still.

And like The Dabi theory, eyes play a big role for this. Hana's eyes look like a larger version of bother Momo and Nana's eyes. They all have the same eye color, they have the four letter names. The only thing I have that might throw this off is the mole and their hair. Nana and Hana have bangs on their foreheads, Momo has that bang on the side. Of course, hair doesn't matter, Inko and Izuku don't have the same bangs. She might've done that to her hair on purpose.

And if that's not the case, Nana had a sibling or sm and that rat had Momo's daddy (I'm only saying dad cuz I like to think Momo has a blue haired mom) and he had Momo, making Shiggi and Momo second cousins?

Hana died when she was eight or seven. And the only other IMPORTANT person in the series with black hair and black eyes, are Nana and Aizawa I believe.

Aizawa has the red eyes thing, Momo's skin glows when she uses her quirk. I swear someone better stop me.

But like, Shiggi and Momo's quirks are polar opposites. Disintegration and creation.
