It's baby bear Natsuo and Ratty girl Fuyumi. Then there's Shoto and parents, and Hawks? The others were flash to the past, and this certainly is too. But the Natsuo and rat picture looks recent with that shirt Natsuo is wearing.

So why is Hawks there. Sure the kindergarten brats and Tam tam are out of place but... still. It fit with the theme of celebration and family.

Those pictures revolve around family. Hawks is surrounded by some FBI agent looking hobos that really testing his senses. That's why he's blindfolded.

That doesn't make sense. Hawks only has relation to the Todoroki's through being a hero.

What if Hawks, I dunno, met Touya and Endeavor got jealous cuz Touya was older than hawks and hadn't developed to be strong like Hawks was. Hawks showed he could probably surpass All might and good ol Enji said 'nope, not today Satan'. And there's a burnt photo as well. Endeavor trained Dabi and Touya ran off/died.

Maybe Shout Baby is a Dabi looking at photos of his friends and targets, fellow villains, and kids that are gonna die-

The one next to Hawks. It looks like the flooring of the Todoroki's home too. Maybe he his is before he left. And like, it'd make sense for him to burn everything before he left.
