Yay! Finally got my own LL JP account!

The website that tells you how to make a JP Apple ID is in http://japancodesupply.com/pages/how-to-create-itunes-japan-store-account-without-credit-card

I'm telling you, it works. It doesn't say stuff like "There's a circle at the bottom right corner of the Apps Store. Click it."

It will not be of any use anymore once the App Store changes some features, but I doubt that'll happen anytime soon.
