Arkham City also identified as Old Gotham is a mega-prison that was constructed to house all the inmates from both Arkham Asylum and Blackgate Prison. The concept of Arkham City was established long before the Joker's takeover of Arkham Asylum.

When Alex stopped Joker during the Arkham Island siege last year. Warden Quincy Sharp took all the credit in stopping the breakout and a month later, he was elected as the new mayor of Gotham. As soon as Sharp became mayor, he planned to eradicate all of crime once and for all.

By November 2014, The Arkham City project was announced by Sharp and Strange approved of the project and soon was appointed as the head of the city.

During the construction of Arkham City, Mayor Sharp and Hugo appointed TYGER a private security company who are considered by some to be the best private security company in the world. The TYGER operatives were a combination of ex-military and former SWAT operatives that were well-trained, well-equipped and highly recommended to supervise the construction of Arkham City and act as its security force.

They also bought Arkham Island and what remained of Arkham Asylum when it was being sold to the highest bidder. Strange had TYGER turn Arkham Island into a base for their fleet of Air TYGER Helicopters that Strange's security used to observe the city's inmates.

Soon after the development of Arkham City was completed. Numerous people who were involved in the project disappeared and were never seen again.

There was a courthouse as inside the building showed hundreds of inmates cheering in excitement as they saw someone standing by the platform.

District Attorney Harvey Dent was one of Batman's strongest allies in Gotham City until Carmine Falcone threw acid in Dent's face and hideously scarred him. The wounds fractured Dent's psyche and he was reborn as Two-Face: A criminal mastermind obsessed with duality.

Two-Face would go on to form his own crew and become one of Gotham's most feared crime bosses. Using his former good-luck charm, a "Two-headed" trick silver dollar which was damaged on one side from the attack and Dent had seized on it as a reflection of his half-scarred visage.

Two-Face flipped the coin to decide the fates of his victims. Despite Alex's efforts to reform his former ally, Dent was consumed by his fixation on chance and his crimes were designed to prove out his diametric philosophy.

Harvey: The only way to get by in this place is to get ourselves some respect. Fear! That's how we get respect. Show them all how we do things.

The inmates were silent as Harvey continued speaking and everyone was listening to him.

Harvey: We should be fair though. This is a place of justice after all. Screw justice. Kill her and they'll all fear us.

Harvey turned around and looked at everyone until he said something to them.

Harvey: Bring out the defendant!

Soon there was a cloth that fell down into the vat of acid as it was Selina who was tied up and was dangling upside down above the vat of acid as she said something to Two-Face.

Selina: You certainly know how to keep a girl hanging, Harv. Hey, have you had some work done?

Harvey glared at Selina as Kyle looked at him and said something to Dent.

Selina: I'm sorry. I've been a bad kitty. Untie me and I'll make it up to you.

Harvey: Let's see if the coin thinks you're telling the truth.

He flipped the coin in the air as it landed on his hand and Harvey saw the coin landed on the burnt side of the coin as he said something.

Harvey: This court is now in session.

The crowd began cheering heavily as Harvey told them to keep quiet however the inmates weren't listening to him. Dent got angry and pulled a pistol out before he shot it in the air which made the inmates scared.

Inmate: Be quiet!

Inmate: He has a gun!

Soon silence emitted around the courthouse as Harvey began speaking to them.

Harvey: Welcome people of Arkham City. Its good to see many new faces in the crowd. Fresh faces for the gang.

The inmates cheered for Harvey as he continued speaking to them.

Harvey: Today we present each of you with an exciting new opportunity. Two opportunities. To join with us. To create a new force in Arkham and take this place for ourselves! When the clown dies, we will own this town! We will rule this town! Or you can just leave now and we will hunt you down and kill you all!

The crowd began cheering heavily as Dent had a sinister smile on his face

Harvey: But let's not dwell on the negative. Let's have some fun! Fate delivered a gift to us tonight. A gift that will show everybody that we mean business. And you, ladies and gentlemen of the jury will be part of it. Help us decide if we should kill the thief who tried to steal from us. Or let her go to do it again. Like hell we will!

The crowd began cheering heavily as Harvey continued speaking to them.

Harvey: There are two sides to every story. Let's hear hers before passing judgment. Nah! Let's just kill her and be done with it. So what will it be members of the jury? Is she guilty? Or should we let her go steal from someone else?

Selina: Objection. Isn't that a leading question, Harvey?

Harvey: Silence in my court!

Catwoman: Let me go. I've got places to go, people to see.

Harvey: More like things to steal. Maybe we should slice you in half or maybe we should wait for the verdict? Yeah, yeah. Whatever you say.

Before Harvey could say anything, Selina managed to free herself from the restraints and used the claws to slash Harvey's face as he screamed at her and fell down as Kyle jumped to the platform and the inmates were shocked

Harvey: Get her!

Seline saw hundreds of inmates slowly walking towards her as Harvey slowly got up and Kyle was looking around until everyone heard someone speaking.

???: I should warn you all.

Alex: Corner a cat, get scratched.

Selina: [Smiles] Nice timing, handsome.

The inmates were shocked to see the Batman as some ran away while others stayed and grabbed weapons as Harvey laughed at him and said something.

Harvey: [Laughs] Our old friend Batman has arrived. Grab him and cut him in two!

The inmates grabbed their weapons and were gonna charge towards the duo until Ambrose threw multiple smoke pellets at them.

Smoke began to surround the area as the inmates were coughing while Two-Face took cover. Selina wrapped her arms around Alex as she smiled at him and said something.

Selina: [Whispers] Shall we, Alex?

Alex: There is no we, Selina.

Both of them heard gunshots as they saw some inmates reloading their weapons and slowly walking towards the duo as Kyle pointed at them while smiling at Alex.

Selina: [Smiles] That's not what they think.

Harvey: Don't let them get away!

The inmates began shooting at the cable as it snapped as Selina and Alex fell down and landed back on the ground as the inmates charged towards them and the duo began fighting the hostiles.

Selina hit a butterfly kick on one inmate, knocking him out as another inmate tried to attack her but she grabbed his arm and applied a cross armbreaker and broke the hostiles arm.

Alex hit a double leg takedown on one inmate and broke his leg as another inmate tried to kick him but Ambrose dodged the attack and hit a powerful bicycle kick, sending the inmate flying towards the table.

Selina and Alex continued fighting the hostiles until Harvey began firing at them as they dodged the incoming attacks and Dent said something to them.

Harvey: Dammit! Hold still, you two!

Alex threw a batarang at Dent but Harvey fired at the projectile, destroying it as the duo continued fighting the hostiles.

Selina hit a crescent kick on one hostile before hitting a spinning heel kick to knock down the other inmate. Another hostile tried to attack her but Kyle took down the hostile.

Alex hit a 540 roundhouse kick on one hostile as another hostile tried to attack him but Ambrose hit a judo throw on the hostile and broke his arm. Another inmate tried to attack the vigilante but Ambrose took him down.

Harvey: What the hell are you all doing!? Kill them!

One inmate tried to attack the duo but Selina and Alex kicked the hostile in the gut before they both hit a spinning back kick, sending the hostile flying towards the door.

Selina: [Smiles] Just like old times.

Harvey tried to shoot them but they ducked under the attack as there were only three inmates left.

Selina hit a headscissors takedown on one inmate and broke his arm before punching him in the face, knocking him out. Alex hit a uranage on the second inmate before he stomped on him, knocking the hostile out as there was only one inmate left.

Selina and Alex hit a serious of strikes on the inmate before they hit a double superkick, knocking the hostile out as the room was clear until. . . . .

Harvey: Objection!

Two-Face shot Alex in the chest with the pistol as he fell down and Selina was shocked while Dent smiled at her and said something.

Harvey: Overruled.

Selina was staring at Harvey as he slowly walked towards her while aiming the pistol at her and spoke to her.

Harvey: Heads or tails, kitty cat?

Selina: Which one lets me out of here alive?

Harvey: [Flips the coin and sees it landed on the burnt side] Not this one. Time to die.

Selina: I vote for a stay of execution.

She used the whip and whipped Harvey in the face with it, causing the gun to flying away as he was on the ground and Kyle said something to him.

Selina: No gun, Harv? Shame. . . . . This is gonna hurt.

She activated the claws and was gonna attack him until Harvey pulled out another pistol which shocked her

Harvey was about to shoot her until a cable was wrapped around his leg as he was being lifted up until he saw Alex who was staring at him before he left him dangling upside down on the ceiling as Dent was shouting at the vigilante

Selina: [Smirks] And I thought it was cats who have nine lives.

Alex landed back on the ground as Selina smiled at him and said something.

Selina: Anyone ever tell you that you're full of surprises?

Alex: I figured you could use my help, Selina.

Selina: You're right. I think I chipped a nail back there.

Alex: Funny.

Selina: So what do you need, Mr. Detective?

Alex: Protocol 10. What do you know, Selina?

Selina: Never heard of it.

Alex: That's not what I wanted to hear. What about Strange?

Selina: I don't trust him. . . . . He's been missing for years and then is suddenly put in charge of running Arkham City. Rumor has it, he's been working with Joker, planning something very special just for you. Maybe that's "Protocol 10?"

Unknown to them, there was a sniper that was watching them as the sniper said something.

????: Twinkle, twinkle, little bat, watch me kill your favorite cat. [Giggles]

Selina: The ex-District Attorney here said something about-

Alex noticed a laser on Selina's head as he immediately moved her out of the way and a bullet was fired through the window as the sniper smiled and said something to himself.

????: See you soon, Bats. [Giggles]

Selina: This place is dangerous. I like it. You expecting a kiss?

Alex stared at her as Selina smiled at him and said something.

Selina: Oh I forgot. I shouldn't flirt with you. Otherwise Romanoff won't be happy.

Alex:. . . . . It was Joker. You're not safe here. No one is.

Selina: Nine lives, remember?

Selina left the courtroom as Alex had another objective. He needed to find Joker and interrogate him to know what Protocol 10 is.

Alex: I need to locate where the bullet entered the court and where it impacted then I can find the shooter's location.

He began analysing the room using the forensics scanner and found out that the sniper was fired the bullet from the church as Ambrose needed to go there.

Soon he left the courthouse and began making his way towards the church until Alex heard Hugo speaking on the radio.

Hugo: Protocol 10 will commence in ten hours.
