Radar was first introduced in Chapter 12.3 of The Maad Doctor. Though he didn't make an appearance, Billie and Barbie talked about him.

Though it's in the same universe, you don't have to read The Maad Doctor to understand this story :) But there will be minor spoilers to Book 1 :D
