Does anybody know what this is?

My skin has been like this for a long time!

Weirdly, it's only affecting my hands and no where else.

There bubbles underneath the skin that ick badly at times; when you break the bubbles skin, it oozes a clear liquid (idk if it's water or something else); and it looks a lot like dry skin.

Does anybody know what this is, and if so, is there a cure?
