Reincarnate (Mystery)

Victoria turned off the TV as Rutger tried to jot down the number.
"Hey!" Rutger exclaimed as he tried to get the remote back.
"You do NOT have any information about that case." Victoria said.
"Fact: 3 women have been murdered so far." Rutger stated.
"That's not a fact. Were you even listening to the reporter just now?" Victoria replied skeptically.
"Fact: these murders are eerily similar to the Seasonal Serial Killer cases from 10 years ago."
"Didn't that serial killer die?"
"Fact: the Seasonal Serial Killer has been reincarnated!"
"Do you even know what a fact is?" Victoria asked as she threw the remote at Rutger's head. Luckily, Rutger ducked just in time.
The doorbell rang and Victoria answered the door. Claire stood there with Dusty the hawk perched calmly on her shoulder.
"Come on in Claire but check your bird at the driveway." Victoria said with a look of disgust toward Dusty.
"I know. Dusty just likes seeing your friendly face." Claire replied as she thrust the bird into the air and it spread its wings.
"Claire! We've got a new case!" Rutger yelled as he waved frantically to get Claire's attention.
"Case? What kind of case?" Said a mystery voice from Claire's pocket.
"Is that Heston? Where is he?" Victoria asked, looking around curiously.
"I have him here on speaker." Claire said as she pulled her phone out of her pocket.
"Why?" Victoria asked with an injection of attitude.
"After the last case, he's afraid to come to your house." Claire said to Victoria.
"Whatever." Victoria huffed.
"What about the case?" Heston asked through the phone.
"Right! I've got a theory about the recent string of murders occurring in town. I think the Seasonal Serial Killer has been reincarnated." Rutger excitedly stated.
"Um Rutger? Do you really believe in reincarnation?" Claire asked, stunned.
"Of course I do! Victoria is the reincarnation of my mother." Rutger said happily.
"What!?" Heston's voice asked. Claire could only stare at Victoria in stunned silence.
"Rutger you've never told me this before. I-" Victoria began but was interrupted.
"It's ok. I mean it's unlikely that you'd remember your past lives. We just needed to find out how the serial killer remembered who he was. Let's go to the library and do some research!" Rutgers exclaimed as he ran out of Victoria's house.
"Let me get the car keys." Victoria replied as she looked around the room in a state of shock.
"Are you really going to let this reincarnation thing go? Just like that?" Claire asked.
"It's his mom, Claire. I think he's allowed to believe whatever he wants. Plus he wants to go to the library. THE LIBRARY! It's a miracle." Victoria replied as she held up her keys in victory.

Inside the library, Heston was already waiting.
"Well, well, well the voice has a body." Victoria said snipppily once she noticed Heston. Rutger pushed past all of them to reach the desk.
"Give me all of your serial killer books please!" Rutger exclaimed to the librarian.
"Do you know how libraries work?" The librarian asked with an angry look on his face.
"Nope!" Rutger replied, oblivious.
"The nonfiction section is over there." Said the librarian with an exasperated sigh. Rutger happily galloped to the section where the librarian pointed. Claire followed after him eagerly with Heston in toe.
Victoria, on the other hand, didn't follow. She didn't feel comfortable and it wasn't just because Rutger had just unloaded all of his mommy issues on her. Something didn't feel right. The library was empty except for the four of them and the librarian. Her concentration was broken by Claire popping up next to her.
"The boys?" Victoria asked.
"They're fresh on the hunt for a good book." Claire replied. Victoria just nodded as she continued trying to figure out just what was making her feel so uncomfortable.
"What happened to Rutgers mom?" Claire asked suddenly. Victoria made an odd face before composing herself again.
"She died during childbirth. Rutger never even knew her." Victoria said with a glint of moisture in her eyes.
"Does Rutger know how reincarnation works? Don't you need to be born at the same time that the other person dies?"
"Yup. Rutger and I share the same birthday. He's only an hour older than me."
"Funny. I would have believed it if you told me he was five years younger." Claire said with a chuckle.
"Run!" Said a loud voice as a figure rushed past the girls. A second person, going a good bit slower, also ran between the girls. It was Rutger and Heston. Victoria started running instantly. Hanging with this gang, she learned quickly the when someone yells run, you run. After taking a large puff of her inhaler, Claire also joined in.
"Why are we running?" Victoria asked as she easily passed Heston.
"We......solved......it." Heston replied, clutching his side as he reached Victoria's car.
"Run much?" Victoria asked in a teasing manner.
"These shoes don't have the right insoles." Heston replied after finally catching his breath.
"Get in! Get in!" Rutger screamed from the passenger seat. Claire made it to the car just as they were ready to pull off. The car lurched onto the busy street and everyone yelled out in reaction.
"Buckle up!" Victoria ordered as she swerved to miss the bumper of the car ahead of her.
"What's going on?" Claire asked as she frantically, yet unsuccessfully tried to buckle herself in.
"We solved the case!" Rutger exclaimed as he grabbed to door handle to stabilize himself against Victoria's erratic driving.
"How!? We had no clues or suspects! We didn't even really have a case! The cops still think it could be suicide." Victoria said as she took a sharp left onto a less busy street.
"Yeah well these books on the Seasonal Serial killer would say otherwise." Rutger said as he held up three large books.
"Did you steal those from the library!?" Claire asked, appalled.
"Yes." Rutger replied matter-of-factly.
"WHY!? I would have lent you my library card!" Claire screamed as she jumped between the two front seats and began shaking Rutger violently.
"Whoa Claire! Calm down! I can't see the road!" Victoria exclaimed. Claire ignored her while continuing to assault Rutger.
"Why would you violate the sanctity of the library and the trust of the librarian!?" Claire would not calm down. The others had never seen her like this before.
"Because the librarian did it!" Heston yelled, trying to pull Claire off of Rutger.
"What!?" Victoria turned to look at Heston in shock.
"Cat!" Said Rutger.
"Fire hydrant!" Said Claire.
*Crash, SNAP* Said the bumper and the tree. Luckily the airbags deployed. Sirens wailed in the background.
"Great the cops are coming! We can show them our evidence." Said Rutger with a content smile. Victoria wanted so badly to smack him.
