TIME FOR TOUCH-UPS!

Set the lineart layer at 70-80% Opacity. This will make the lineart really light.

Now make a new layer above everything else and set the blending mode to either "Overlay" or "Soft light".

Set the Amount of Paint around 70%, the Density at around 50%, and pick a dark-ish red color.

Now just color along the lines. Maybe add a bit to the skin (e.g. the shadows) and the hair. This adds a warm glow to the picture.

On the same layer, take the lightest color you used for the eyes and paint little flecks in the irises.

Now is the time for the blur tool. Take the blur tool and cover outer edges like the shirt, for example, or strands of hair. Don't go overboard. The point is to simply make the face pop.
