Rose is a criminal that is trying to win seats in the Galarian election, but has been unsuccessful in his attempts, as the journalists always end up finding out his intentions. Election day has yet to be reached, so votes have yet to be made.

Oleana, his loyal secretary, is trying hard to make it seem like the Swords are in the wrong, so is making propaganda posters that have been plastered all over Galar to convince the public to vote him in and drive Milo's uncle out of Chairmanship.
