The World Nobles or Celestial Dragons are the aristocratic descendants of nineteen of the First Twenty who established what is now known as the World Government.

Approximately 800 years before the current timeline, 20 royal families from different islands across the world formed an alliance to combat the Great Kingdom. After the 20 kingdom alliance was victorious, 19 of the 20 royal families relocated to the Holy Land of Mary Geoise, the city built at the top of the Red Line at the halfway point of the Grand Line, a location referred to as "the center of the world". Only the royal family of Arabasta Kingdom chose to stay in their homeland.

Over time, the royal families in Mary Geoise built up their alliance with more and more nations from across the Four Blue Seas and both halves of the Grand Line, eventually turning the alliance into the World Government known to exist today. The World Nobles are the direct descendants of these 19 families.

As descendants of the creators of the World Government, the World Nobles have the highest authority within the organization. They are free to do as they please without consequences, even commit heinous crimes, and if they are threatened in any way, they have the authority to summon a Marine Admiral to deal with the offending party. The Celestial Dragons each possess a government-issued identification chip to identify their statuses.

The World Nobles constantly abuse their power and look down on the people of lower status than them, referring to them as commoners; even kings and queens are lowly peasants in their eyes and are expected to bow to the whims of the World Nobles, or their whole kingdoms could face destruction.

However, as children, they are warned about two things......

The will of D members are feared by the celestial dragons and are described as the “Natural enemy of God”. The reason the dragons could fear the will of D is that the D are the rightful rulers of the world government and if the truth ever came out the dragons would be disgraced and likely fall by the hands of the people.

Their children were told that if they misbehaved, they would be eaten up by "D.". Similarly, elders of that country seemed quite wary of the "storm" that those with "D." were known to cause.

However, few people know of one other threat to the Celestial Dragons.......

The Phantomhive Family.

Originally, they were offered to be part of the Celestial Dragons 700 years ago, but they turned down the offer.

Instead, they worked on behalf of the people.

The Phantomhive Family is one of the oldest noble families that have existed since long before the Void Century. In recent years, their title was raised to Grand Duke. And they answer to no one. Although they are of nobility, they originally eliminate all criminal and villainous acts that threaten their homeland.

The Phantomhive house also runs an underworld intelligence network that operates across the Blues, they are known as the Aristocrats of Evil, not of villiany, but to their promise to protect the people from sinister forces. Their organization is strictly confidential, meaning no outsiders are to know.

They also run the Funtom Corporation.

Making candies and toys for children was our base in the old days, now it covers many fields in entertainment and the arts. Recently, the family also branched out into food, museums, libraries, cosmetics and perfumes, and theater with the Funtom Music Hall. They also have vintage soda/candy shops across England. They also were given the Roze Company, the largest jewel and diamond industry after the last head died and put the Phantomhive as the inheritors after saving his life before.

He was known as the Hero of the Battle of Soul Valley, where a group of Rouge graverobbers stole corpses to sell to corrupt doctors. It led to a uprising of low class citizens ambushing the hospital after children turned up missing. Andreas, the son of a candy maker and a toymaker, led the angry crowd upon the graverobbers in a vast graveyard and tracked the doctors to have the surrender. He was given the title of Earl of Phantomhive as a reward and organized the Aristocrats of Evil to battle the criminal underground. Built up his candy and toy empire from there.

By the time she took the title as Grand Dutchess, she had her family's company expand into casinos and hotels under Funtom Lux, jewelry with Funtom Jewels, expanding on the sustainable food industry under Funtom Nutrition with soups, meats, dairy products, produce, tea, seasonings, sauces, fish, coffee, a branch of their own diners and soda shoppes and even buying a big chain of the wine industry, turning into Funtom Spirits.

They also went further into healthcare by opening hospitals like the Funtom Emergency Wing. Another buisness involving clothing with its own brand; Funtom Divinity.

Two years ago resulted in Funtom Optometry, that geared to eye health and eyeglasses.

The latest branch of the Funtom Corporation included luxury goods and antiques branch called Funtom Fantasy, which sells haute couture and unveils new fashion at affordable costs.

Lillianthe also had a reputation of being known as the Conqueress for her hunting down 66 criminals, including corrupt noble families and claiming any wealth they had in the underground since she took the Phantomhive Family title.

She is also the youngest of her family to be the head at the age of four. Before her, the youngest was Alastair who took over at the age of nine after his father died from syphilis.

She also is a big contributor to the Revolutionary Army in the shadows, providing them with information through the Aristocrats of Evil.

But it will be her daughter that will shake the world's outlook on the Government..........
