Blanche, leader of team mystic was in control of coastern Kanto: Vermilion city, Fushia city and Cinnibar islands. And Spark,Leader of Team Instict was holding the central Kanto: Lavendar city, Saffron city, Celadon city and Celurean city. Those 3 Gangs started a War to concuer all Kanto.
