Now I want to make a theory.

If Segata "died" after saving Sega from a rocket, does that mean there was some space wind that revived him or something?

Of course wind doesn't exist in space-

ok so I googled space wind and apparently it does exist. 

Ok forget about that theory I made.

How about...

The high speed wind was rushing from the rocket and the turbines from the belt absorbs the wind, making Segata transforming into Kamen Rider, just as the rocket is about to explode. He survives the explosion and waits for 17 years until Kamen Rider Taisen. (I guess his "death" was 1998.)

I guess that theory works.
