This is based off of The Vampire Diaries vampires! I made a cover doing this and felt like doing a tutorial over it.

s t e p - o n e :

Open Pixlr Editor and your desired picture. You want this to be pretty zoomed in on the subjects face.

s t e p - t w o :

Create a new layer. Change the Mode to "Overlay".

s t e p - t h r e e :

Go to the Brush tool. Select a soft brush and change the color to black. 

Opacity around 8 -17. 

Brush size around 70.

s t e p - f o u r :

Brush around all of the edges of the face. Ex. eyes, jawline, cheekbones, lips, hairline, nose, etc.

s t e p - f i v e :

Create a new layer. 

s t e p - s i x :

Select the Marquee Tool. Change it to the "Elliptical Marquee" setting.

s t e p - s e v e n :

Make a circle around the iris of one of the eyes. Then, select the brush tool (Opacity 100) and change the color to a shade of red. Color the circle in.

Deselect and do the same with the other eye. There should now be two red circles over each eye.

s t e p - e i g h t :

Change the Mode of the layer to "Overlay". 

s t e p - n i n e :

Clean up the edges so that it looks more realistic. Erase the center where the pupil (black circle) is.

s t e p - t e n :

Create a new layer. Change the Mode to "Multiply".

s t e p - e l e v e n :

Click on the Brush tool and lower the Opacity to around 30-50. Make sure the color is still red.

Color in the white part of the eyes. Go a little darker on the sides.

s t e p - t w e l v e :

Create a new layer. Change the mode to "Overlay".

s t e p - t h i r t e e n :

Click on the Brush tool. Change the color to black. Opacity should be at about 80-100. 

Basically, you're just going to draw some eyeliner on your person. Do this to both eyes.

s t e p - f o u r t e e n :

If your eyes aren't dark enough, create a new layer. Click on the Brush tool and make the color black. Opacity should be at 100 for the brush. 

Draw a thick circle around the eye. Go down to the layer and change the Opacity until it looks right. Use the Eraser tool to touch it up.

s t e p - f i f t e e n :

Create a new layer. Mode should be Normal.

Go to the Brush tool and make sure the color is black. Draw in some under-eye circles. Lower the Opacity to around 30-40. 

s t e p - s i x t e e n :

Then go up to "Filter" and select "Gaussian blur..." Make the amount around 50.

s t e p - s e v e n t e e n :

Create a new layer. Click on the Brush tool and select a brush between sizes 1-5. Make the color a dark red.

Draw in the veins under one of the eyes - NOTE: Veins are not straight lines! Create some thicker and some smaller.

Duplicate the layer and move the veins under the other eye. Go up to "Edit" then select "Free transform..." and move them around until they fit correctly.

s t e p - e i g h t e e n :

Lower the Opacity of the layers to around 30-50. 

Go up to "Adjustment" and select "Color Balance". Lower the Red Offset to around -70, or until it looks dark enough for you.

s t e p - n i n e t e e n :

Go to the Original background layer (your person). 

Go up to "Adjustment" and select "Color vibrance". Lower the Vibrance to around 50, or until the skin looks pale enough to you. 

s t e p - t w e n t y :

Go up to "Adjustment" then select "Levels..." Play around with them until the shadows look dark enough.

s t e p - t w e n t y - o n e :

Since my subjects' lips were pretty light and I wanted them to look more red, I created a new layer. 

Change the Mode to "Overlay" if you want to keep the gloss/shine of the lips, or "Multiply" if you want to make them look matte. Select a red brush. Lower the Opacity to around 50 and color in the lips. Play around with the Adjustments until you have the desired look.

s t e p - t w e n t y - t w o :

At this point, you're basically done. You can stop here if everything is how you want it. I kept adjusting a lot of the levels, colors, highlights, etc. until it looked dark enough and more vampire-like. I also colored in the background to make it black. 

You can even add a few drops of blood from the mouth, or even fangs if the teeth are showing! Just look up transparents or PNG's and you'll be good to go!

This step is basically up to you!
