The Story starts in a council room where 5 individuals were sitting in their respective seats while the other seats are empty watching an army causing destruction to different villages
This was the Persona Council with the 5 current members

And Cromwell the Head Council

Hlin: It seems that The Dark Council is on the move.
Hercules: Curse them, if you had sent me I would taken care of them.
Israfil: why so that they can capture you? It's reckless and stupid if you ask me.
Hercules: Cram it You-!
Cromwell: Enough Hercules!
Hercules sat down and pouted with a scoff.
Israfil: So What do we do Cromwell? With all of our other comrades captured or gone rogue we don't stand a chance against them!
Seiryu: Perhaps we still have a chance. It appears there is a boy. A human no doubt who has the ability to use a Persona in battle.
Hercules: A human? How can this boy be our only hope?
Seiryu: don't be so sure, he is a Dragon Warrior and wields the Dragon Amulet.
Cromwell: I see... maybe this boy could be useful to us against the Dark Council. Seiryu I'm sending you to find this human. Do not fail me.
"It will be done." Seiryu said before he disappears.
