This is the mirror world, The famous rumored dimension. The buildings seem to have no color and the people walking around appear to have no features at all; just figures walking in what appears to be a routine.

The Mirror World is very dangerous, for that strange monsters called shadows take many different forms and show no mercy to any intruders.
