No. Just no. It's not even because I ship Frazel (I don't), but because they would never ever get along well enough to date. They're friends, sure, but only because they were thrown together during the quest. Annabeth is great but she can be very judgemental and abrupt whereas Frank is a massive softie. He can handle himself, but that doesn't mean he should have to put with that. I think he'd feel so judged that he'd end up being way too submissive in the relationship, which would just lead to resentment. They'd fight so much and Annabeth wouldn't understand him. So a big no, clearly.
