Here's Dusty!

He's Komodo's brother and, yes, a pure SandWing.  Here's the the story behind his blue eyes:

He was born without eyes.  When he was young, he met Shadow.  After they became good friends, Shadow used his magic to make Dusty new eyes.  He made them blue because he thought why not.
