Chapter 34 - Lo-fi

"No, I don't mind what we have." Reid shook his head.

"Are you sure?" Elijah sighed.

"It's up to you." Reid assured him.

"Well.. We haven't had pizza in a while."

"Oh.. It's a bit greasy though."

"This is why I let you decide what we eat." Elijah patted his shoulder.

"Well, how about that new Chinese?"

"I like the sound of that, do you have their number?" Elijah took out his phone.

"It'll be on my contacts somewhere." Reid grabbed his own phone as Elijah's phone rang.

"You call then, I'll take this." Elijah walked off, answering his,"Hello?"

"We have a case." JJ sighed.

"Of course we do."

"Sorry. I know it's late. This one went directly to Hotch."

"It must be important, we'll be there." Elijah sighed.

"So I can't find the number anywhere." Reid walked up to to him.

"That's fine, we've got a case anyway." Elijah turned to him.

"We do?" He put down his phone.

"We do."

"Let's get going then." He sighed.

Elijah nodded and grabbed his keys as he walked out the door. Cases always came in at the best times.

"Don't get comfortable, there's time to debrief on the plane." Hotch spoke as the team walked in.

"Where are we headed?" Reid asked.

"New York." Hotch answered.

"Five shootings in two weeks, its about time we got the call." Rossi crossed his arms.

"I want to take Garcia with us. Hopefully they'll give us access to their surveillance systems." Hotch sighed.

"What do we know?" Emily asked.

"Single gunshot to the head with a .22." Hotch put his hands in his pockets.

"Any witnesses?" Elijah raised a brow.

"No." Hotch shook his head.

"A .22 calibre pistol's only 152 decibels. New York streets and subways are routinely well over 100." Reid explained,"It could be that people aren't even registering the gunshot until the Unsub's leaving the scene."

"They sound like mob hits." Fleur shrugged.

"Exceot none of then have ties to organised crime." Hotch sighed.

"Do they have any sort of connection to each other?" Emily asked.

"None they've found." Hotch shook his head.

"How about communication with the police? Has the UnSub tried to make contact?" Morgan leaned against the wall.

"Surveillance cameras have captured video of three of the murders. Here's the latest." Hotch put it on the screen.

"That's the best image they have?" JJ blinked.

"They're all the same." Hotch nodded,"He wears a hood and keeps his head down."

"This guys bold. Crowded areas, broad daylight." Emily shook her head.

"So they're completely random?" Elijah raised a brow.

"Seems that way." Fleur sighed.

"It's Son of Sam all over again." Reid shook his head.

"How come I only get to travel with you guys like, once every two years?" Garcia whined as she walked on the plane.

"Trust me, darling, it can get old." Elijah hummed.

"Right, like the way spa treatments and five star hotels can get old." Garcia chuckled, putting her bag down.

"Remember that time we got on board and they hadn't chilled the Cristal?" Emily asked.

Fleur gasped,"I almost quit the BAU that day."

"Okay, you know what? You guys can joke all you want because I am never leaving this plane." Garcia pointed as she walked past them.

Fleur chuckled, sitting down next to Elijah.

"So, the victims?" Rossi asked.

"Each killed in a completely different neighborhood. Hell's Kitchen, Murray Hill, Lower East Side, Chinatown, East Harlem." Hotch shook his head.

"It doesn't make any sense. There's no common victimology, no sexual component, no robbery, no geographical connection. I mean, do the police have any leads?" Reid sighed.

"He's killing roughly every two days. The press is having a field day, and it sounds like the mood on the street is getting quite edgy." Hotch told them.

"It's a joint FBI-NYPD task force?" Rossi tilted his head.

"Kate Joyner heads the New York Field Office." Hotch nodded,"She's running point on this case and called mt directly. JJ, would you tell them we're ready to go?"

"Right." JJ blinked out of her daze and walked off.

"Kate's starting to butt heads with the lead detectives and wanted a fresh set of eyes." Hotch sighed.

"Joyner, I know her. She's a brit, right?" Morgan asked.

"You'll know her." Fleur nudged Elijah.

"Oh, shut up." Elijah nudged her,"We don't all know each other."

"No, dual citizenship. Her father's British, her mom's an American." Hotch explained,"She was a big deal at Scotland Yard before coming to the Bureau."

"I heard she can be a pain in the ass." Morgan muttered.

"Probably is." Elijah coughed.

"I didn't think so." Hotch shook his head.

"You know her?" Emily blinked.

"We liased when she was still at Scotland Yard." He shrugged.

"And she's good?" Rossi raised a brow.

"I think we're lucky to have her." Hotch nodded.

"It smells funky in here." Fleur looked around the elevator.

"Don't need to tell me twice." Elijah cleared his throat.

Once the doors opened, Kate and another woman walked forward.

"Wow.. Is it just me or does she look exactly like Hailey?" Fleur muttered to Elijah.

"That's why he fancies her." Elijah looked Kate up and down.

"Kate." Hotch smiled.

"Aaron. How have you been?" Kate asked as she shook his hand.

"Well, thank you. This is my team, Kate Joyner. This is David Rossi, Emily Prentiss, Jennifer Jareau, Derek Morgan, Spencer Reid, Elijah Deans and Fleur Howards."

"Thank you for being here." Kate looked around at them all,"Anything you need, just tell me. Please don't stand on protocol."

"What can you tell us about the cities surveillance system?" Garcia asked.

"Well, its run by the NYPD. It's still in it's infant stages. It's been rsther controversial. American privacy laws. But they gave had some success." Kate told her.

"And I'll have complete access?"

"They're already expecting you." Kate nodded, turning to the other woman,"Shelly."

Garcia then walked off with Shelly to the surveillance room.

"I'd like to get a map of the Borough. I want to do a comprehensive geographical profile of the area in order to ascertain the UnSubs mental map before it's clouded by our own linkage blindness." Reid explained.

"I see you brought your own computer." A Detective commented as he and another Detective walked over.

Elijah put an arm around Reid, pulling him closer,"And.. Who are you supposed to be?"

"Detectives Brustin and Cooper. I'll let you do introductions." Kate hummed.

"You caught the first shooting?" Rossi asked them.

"They've all been in different precincts. It wasn't until the third murder that anyone even made the connection." Cooper explained.

"I guess this is where we play nice and ask you what you need." Brustin shrugged.

"I'll let you figure out what that is. I just ask that you run everything back through me. It's been my experience that having one butt on the line is enough." Kate sighed.

"Yes, Ma'am." Brustin scoffed.

"Can I have a word with you in private?" Kate asked Hotch.

Fleur looked between the girls and Elijah, giving them a look.

"Sure. Excuse me." Hotch nodded as they walked off.

"They 'liased' when she was at Scotland Yard." Elijah hummed.

"Of course." JJ chuckled.

After a while, the group began making their way around the station where they found one of the detectives, Cooper.

"Hey, so what's your partners problem?" Reid asked, still holding onto Elijah.

"Well, by the fourth murder, the FBI was called in. Good. We need all the help we can get." Cooper nodded slowly,"But all of a sudden, she's taking meeting with the mayor and calling in you all without us knowing anything about it."

"We're only here to help. Think of us as a resource." Emily shrugged.

"Okay, profile me." He hummed,"What am I thinking?"

"Oh brother." Elijah muttered.

"Never going to happen." Fleur chuckled.

"No offense, but we've had five murders. I hope it gets better than that." Cooper walked off.

Fleur crossed her arms,"Someone's moody."

"I don't like him." Elijah shook his head,"Or that other guy. Or... Y'know, I don't think I like many people here."

Fleur looked around,"Wonder what Hotch and Hailey lookalike are talking about."

"Liasing." Emily winked.

"Who in the hell thinks they can get away with murder in the middle of the day in New York City?" Morgan scoffed.

"Someone patient. He waits for the one who gets separated from the floxk." Elijah stood, hands on his hips.

"Bang." Morgan pretended to shoot the back of Elijah's head.

"Is that the spot?" JJ asked Brustin.

"Yeah.. Thereabouts." Brustin shrugged.

Elijah crossed his arms as Brustin walked away from them,"Excuse me, are we boring you?"

"Look, I know you don't like SSA Joyner. Fine, I get it." Rossi shrugged,"But we're here to do a job."

"Have any of you people ever been cops?" Brustin asked.

"Chicago." Morgan crossed his arms.

"Well, then you'll understand. I take it real personal when something like this happens to my city. I was a beat cop during the Son of Sam. This is worse." Brustin shook his head,"He's not just going after one type, he's going after everybody. And I need everybody working on this case, taking it personally."

"You have that." Morgan nodded.

"We'll see." Brustin looked at them.

"Oh, you will see." Elijah muttered.

"Well this guys definitely not afraid to get up close and personal." Morgan sighed.

"Or be visible." Elijah added.

"But you watch the tape, he ducks his head the second he steps off the train." Rossi pointed.

"So he knows when he's being filmed." JJ nodded.

"We've had glimses but the descriptions have been sketchy. Some people say it's a light-skinned black man, Asain, Puerto Rican. Basically every homeboy in the city." Brustin shrugged.

"Ballistics the same at every shooting?" Morgan asked.

"Well, we checked the records back ten years. The guns never been recycled." Brustin nodded.

".22s aren't exactly the weapon of choice these days." Morgan crossed his arms.

"Unless you're Israeli Intelligence. It's what Mossad uses for all their political assassination." Rossi mentioned.

"All I know is this guy's organized." Elijah looked around,"He studies the cameras, carries a gun thats easy to conceal. He knows what he's doing."

"We're going to need records from over the last six months for any arrests on gun violence or gun possession in every Borough except the ones where the shootings have taken place." Reid ordered back at the office.

"I don't get it." Cooper shook his head.

"He won't strike near where he lives." Fleur explained.

"How can you be so sure?"

"It's antigeographical profiling." Emily sighed.

"Now it's antigeographical profiling? Come on. You wonder why we're so skeptical?" Cooper crossed his arms.

"This Unsub's organised. He strikes at the same time of day. He knows where the cameras are placed. That means he's doing his own pre-surveillance." Fleur shrugged.

"A need-motivated killer operates within his own comfort zone. An organized killer with some other motivation would make sure to strike outside that zone." Reid explained.

"Not where he lives." Cooper slowly nodded.

"Exactly." Emily sighed,"Unfortunately that means every other neighborhood in this city has a reason to be terrifed."

"What have we got?" Hotch walked into the office.

"This is the latest shooting." Emily pointed to the screen as the footage played.

"And this was the previous murder." Fleur pointed to her screen as the footage played,"Do you see anything weird here?"

"Well, he sprints off in one and walks away calmly in the other. Its two different demeanors." Elijah crossed his arms.

"Six kills in, his behaviour should be set." Rossi tilted his head.

"Look at this. Garcia, are you still there?" Reid leaned forward.

"Would I ever leave you? Okay, check it out. I did a digital perspective analysis rendering on the shootings where we have footage. Now, the first two are inconclusive but the last two, I found something très weird. Your calm, walking type, he is about 6'1. But your sprinter is about 5'9, maybe '10 tops." Garcia explained.

"We've got more than one Unsub." Hotch realized.

"So, we have more than one UnSub, what does that tell us?" Rossi asked.

"Most teams stick together. Ng and Lake, the Krays, Bittaker and Norris. They don't usually kill separately." Reid explained.

"Could be some kind of gang initiation." Morgan shrugged.

"No, gangs will kill you if you encroach on their territory. Not random people all over the city." Fleur shook her head.

"I'll coordinate with the Gang Task Force and make sure we have an overview by morning." JJ walked off.

"Do you think we have enough for a working profile?" Kate asked.

"Broad strokes." Rossi told her.

"David, you, Deans and Reid talk to the agents here. Morgan, Prentiss and Howards you, brief the police when each shift comes on duty tomorrow." Hotch nodded.

"I think we should get out on the streets." Morgan turned to him.

"I brought you here to create a profile." Kate sighed.

"Which we can give in the morning and then they can share it with the afternoon shift." Morgan shrugged.

"We've allocated every extra man we have. This is New York City. It's not like a few more people is going to blanket the city." Kate looked at him.

"I understand it's a longshot, but these guys, they hit at midday. We could target ingress and egress to particular neighborhoods, position us near rest stops. 14th, 42nd, 59th.." Morgan explained.

"Morgan, Morgan. Not your call." Hotch shook his head.

"I'd like to join you in the profile, if thats not stepping on your toes." Kate spoke after a few seconds of silent staring.

"No problem." Fleur sighed, walking over to Elijah as Morgan left the room.

"My distain is growing." Elijah muttered to Fleur.

"You and me both, Ami." Fleur nodded.

"Let's see it again." Hotch nodded to the footage.

Soon enough, they left the room, Emily picking up the newspaper,"Look at this. Late edition doesn't miss a beat."

The front page was a massive article about the shootings. Just what they needed.

"JJ." Reid nodded to her, something had caught his eye.

It was Will. He got up from his seat with a smile as he walked over.

"Will?" JJ turned to him.

"Hey, I took a shot and flew to D.C but when it didn't work I just figured a train ride to New York was only a few more hours." Will hummed.

"Detective." Hotch walked over, shaking his hand.

"Look, I'm sorry for turning up like this, I know you're working but I can't stand you being on this case and me not being near. Not with what's going on." Will shook his head.

"Is there a problem?" Hotch looked between them.

JJ slowly turned around,"... I'm pregnant."

"Oh my god." Elijah blinked, a hand on Reid's shoulder.

"Oh my god! JJ, congrats." Fleur smiled and hugged her.

"I've asked JJ to marry me." Will told them.

"Will." JJ turned to him.

"Well, we're still working out some kinks."

"We'll give you both some privacy." Hotch nodded, walking off.

"Dad's mad." Fleur muttered to Elijah.

"I mean, if they get married, then someone will have to move and leave their job." Elijah shrugged as JJ walked after Hotch,"And he won't want it to be JJ."

"We better go get some rest." Reid sighed.

"Okay, let's starts with what we know." Morgan began,"With these Unsubs, it's not personal. It's not about sex. It's not about greed."

"Which is why we think there's something more at play here. This isn't random, there has to be a motive." Fleur shook her head.

"Now, our first theory is that we're dealing with a team." Morgan nodded.

"In the case of the D.C Snipers, there was actually one intended victim." Rossi added.

"John Muhammed wanted to kill his ex-wife, but he knew if he did, he would be the prime suspect. So he created a spree to mask his true motivation." Reid explained.

"Muhammad and Malvo also left a death card at one of their scenes, just like this UnSub." Kate nodded.

"We believe our Unsubs have studied that case. They're opening a line of communication." Elijah told them.

"Hold on, so now these guys are playing games just because you're here?" Brustin scoffed.

"We're just saying the Unsubs are sophisticated enough to study other crimes." Elijah clenched his fists slightly.

"That doesn't answer the questions." Another cop blinked.

"Joe, easy. Hear them out." Cooper shook his head before Elijah could make things worse for himself.

"Hey, I got requests for gun permits up 200% in my precinct. This whole city is about to go off and we all need to deal with that." Joe pointed.

"Hey, listen. You're right. If the card was left because of us, then yes, they're playing games." Morgan nodded,"But what that tells us is that at least one of them has some intelligence."

"And like Deans said, they know about other cases. He's also studied the placement of the surveillance systems well enough to avoid detection." Fleur sighed.

"Most teams have a dominant and submissive member. Because of the relative intelligence of these Unsubs and the fact that they stick to a set time pattern, we believe that at least one of them has a steady job." Reid explained.

"We've asked the police to canvas their precincts. Check businesses that open and close around the time of the shootings. We're hoping someone will be able to identify a.. Father-son or co-workers that fit the dominant and submissive profile." Rossi added.

"And what's the other theory?" A woman asked.

"It's less likely, but it could be some sort of gang initiation." Reid mentioned.

"We've asked the police to put every available undercover on the streets." Rossi nodded.

"These are all known gang members in Manhattan. Most of them are in Chinatown or Clinton. We'd like you to study these and keep an eye out for anyone who looks suspicious." Reid began handing out papers.

"I'll also be detailing a number of you as well." Kate informed them,"Stay behind when the agents are finished and ill give you your assignments."

"Like they said, we think there's something bigger at play here. So talk to the people on your beats, see if something sparks, and pray this thing isn't random." Brustin sighed.

"Detective. The Son of Sam." Rossi turned to Brustin,"This case still pisses you off like it was yesterday."

"Yeah, it does." Brustin nodded.

"Well, there's been a lot of killers in this city. Why him?" Rossi asked.

"Well, he was laughing at us, and we couldn't catch him. The only way we caught him was through a parking ticket." Brustin sighed.

"What are you thinking?" Reid turned to Rossi.

"He hasn't contacted us again." Rossi shook his head, looking at the card.

"So?" Brustin blinked.

"It doesn't fit." Elijah sighed,"These Unsubs are organized. They use pre-surveillance, they strike in the heart of the day and yet they don't do anything to seek out media attention, then they do that?"

"You said it was to tell you they knew you were here." Brustin pointed.

"We profiled that he was trying to open a line of communication. Create panic. But if that was the case, his correspondence should escalate." Elijah explained.

"After they left their death card, Muhammad and Malvo demanded an ATM card with a million dollars in a bank account just to taunt the police. Berkowitz wrote the rambling letters about hunting the city, describing himself as a monster." Reid pointed.

"These Unsubs are more disciplined than that." Rossi turned to the board,"The fact that they haven't contacted the press tells me that this was private. It's only for us."

"So what does that mean?" Brustin blinked.

"They're ramping up to something amd they want us to know they're watching."

"If you saw all of these traits out of context, what would be the first profile that pops into your mind?" Reid turned to Elijah.

Elijah went quiet as he looked over the board,"Who do we have on the streets?"

Reid bit his lip and Elijah quickly ran over to the phone, calling Garcia.

"Hello hello." Garcia hummed.

"Garcia, do you have eyes on everyone in the team?" Elijah asked her.

"I can do." Garcia nodded.

"So how does this work?" Morgan asked as he sat on a desk.

"The murders simulate a bombing. From there, they station someone to watch and gauge police response time." Reid began.

"At which point they know when to bring in a second bomb." Elijah finished.

"The goal is always to take out a first round of civilians followed by a second wave of first responders." Fleur sighed.

"Its crazy, but it's ingenious." Reid shook his head,"They get a practice run but if someone catches the shooter, they think they just have a murderer. The cell isn't compromised."

"It's lo-fi. Smartest way to plan for a terrorist event." Kate nodded.

"Creating panic ensures that the see the most urgent esponse time, short of a bombing." Hotch sighed.

"So there's been seven different shooters?" JJ blinked.

"Having followers do he shootings would ensure they're willing to kill or be killed for the cause." Rossi nodded.

"It fits the profile. There is something larger at play, it simulates a gang initiation." Emily agreed.

"Especially if they're homegrown. They haven't had a chance to prove themselves." Hotch crossed his arms.

"I think they're targeting points of entry. All the murders have taken place at near a bridge or a tunnel." Reid pointed.

"Holland Tunnel, Midtown Tunnel, Manhattan Bridge." Elijah looked at them on the board.

"If bombs went off, emergency response would shut down any ability to get in or out of the city. Its like people would be trapped in an island." JJ shook her head.

"Keep in mind its still a theory, like any other profile." Hotch pointed.

"Talk to us Garcia." Morgan answered his phone.

"We've got a problem. I've went through all 4,468 cameras. They've hacked into the surveillance system. They've got access to every crime scene, they've been watching from the beginning." Garcia told them.

"How could we have not caught that?" Hotch blinked.

"They were smart. It wasn't system-wide. You had to check each camera individually."

"And this is from every crime scene?" Fleur crossed her arms.

"I'm afraid so. They hacked into one camera at every scene." She nodded.

"Thanks Garcia." Morgan sighed, hanging up.

"So much for theory." Rossi shook his head.

"I'm going to head to the hospital." Emily grabbed her jacket,"I'll check on Cooper and brief Brustin."

"Good, Dave, will you and Deans go talk to the commissioner? And Morgan, you and Howards go brief homeland security."

"JJ and I will talk to Port Authority Police." Reid nodded.

"Kate and I will go talk to the Mayor, and we'll all meet back here as soon as possible." Hotch pointed.

Everyone then began walking to their SUVs, going to start heading to their destinations. Everything was fine. Afterwards, they all began heading back to the station.. That was until... Boom! One of the cars exploded, but who's car?
