firstly, you need to choose a picture;

Secondly, you can either a) open up Polarr or Canva. I'll be using Polarr with this tutorial.

Crop your image into 512 x 800 px, the size of a wattpad cover. Then click 'add text'

Type out the title. If you want to import a font, you can get lots of great ones from Dafont.com. Since they'll likely be in .zip format, use this to convert it to .ttf:

Once you have chosen your font and have the text at the size and position you want, slide the blend towards the right side. My suggestion would be '66' as it works the best with darker colours, or '89' as it works the best with lighter colours.

If you want your text to stand out more, click drop shadow and add that to your text.

To finish, you can

a: add overlays

b: add subtitles

c: edit image

d: finish or clean up the cover

e: or all of the above.
