An AU where two parallel Universes of the NHA world get connected via a portal.

One of the dimensions has the Hero Commission in control of EVERYTHING, and paints everything to make heroes look good as much as they possibly can.

Vigilantes are seen as villains and are framed for villainous acts they haven't committed. All criminals are seen as villains, no matter how small thier crime.

It's a dystopia in disguise.

The other, the one Izuku is from, the Hero Commission kind of isn't a thing? Like, it exists, but its mainly a formality thing that allows heroes to get paid for what they do.

Vigilantes are allowed to do thier thing as long as they don't do anything like steal or kill someone, they pretty much seen as volunteer heroes that don't (usually) get paid for thier work.

Villains, depending on thier crimes and age, have the opportunity to be reformed into civilians. Some of them become heroes or vigilantes after they reform, but the majority go on to live peaceful lives as civilians.

These two universes do not agree on how things should be run when it comes to heroes.

Izuku stared at the TV broadcast, mouth agape, an 'are you fucking serious' slipping out of his mouth via a disbelieving chuckle.

"What the absolute FUCK- No. Nope, I'm going through the portal! I'm gonna fuck threaten this universe's government!" Izuku ranted as he left the room.

"Oh dear God.."

"Shut up, shut the fuck up! Listen, all of the shit you're spewing out here is really pisding me off. So shut the fuck up and sit your ass down! It's my turn, my turn to talk, you dumb motherfucker." Izuku ranted, he had just come through the portal, a knowing smile coming across his face. He knew what was about to happen here.

"This bullshit system you have in place us god damn ridiculous! Seriously, what the fuck! You think people don't deserve a second chance? Really? Why the fuvk not?"

"Beca-"

"SHUT-! I told you it's my turn to talk, you moronic pineapple!" The teen ranted, "Under your stupid ass system I would've been on the death penalty at fucking eight years old! Do you know why?"

"Because I was a fucking villain at eight years old! I didn't get a fucking choice in that shit, because of that, my age, and the fact that the government in my world isn't entirely fucking brain dead,I got a second chance!"

"I'm gonna warn you right here, right now. I don't give a single fuck about the consequences in this world. I'm going to fucking dismantle your dumb ass government and fight god if I have to!"

Pretty much, reformed forced villain Izuku going absolutely feral on live interdimensional television.
