Ok, so. I got the idea for a dystopian society where the quirkless are slaves. They don't have rights, and are treated like they are disposable.

Chisaki runs an Organization that buys as many slaves as they can so they can save them. He and his organization are constantly butting heads with the government and are actively working to get laws changed.

Katsuki and his family took Izuku from Inko when it was found out he was quirkless. She lied about sending him to a slave camp as the government requires. Instead, he is living with the Bakugou's hidden.

But they get found out. Mitsuki and Masaru tell Katsuki to keep Izuku safe and take him to the eight precepts base. They get there and are dirty, hungry, and exhausted.

Katsuki explains the situation and they take the kids in. They get them bathed, fed, and rested and the next day they let everyone meet the new members.

The LOV basically claim Izuku as part of their group as soon as they see him, much to the displeasure of Katsuki who doesn't trust them, or anyone with Izu.

Chisaki is the head of this organization. He specifically meets every quirkless person he saves at least once, Izuku is the youngest one they've saved at 14 years old.

He basically becomes a father figure to Izuku along with Chrono.
