(if you can't read my terrible handwriting)
Step 1. Draw a skeleton (of the person)
Step 2. Open a new layer and draw the outline of the person
Step 3. Open another layer and draw the clothes, hair, etc

Random note:
I use ibispaintX because three reasons:
1.It works really well(duh)
2. It records you drawing the picture
3. It's free and has all of the features of the full version
