Chapter 12 - Decisions

I entered the building timidly, the door closing gently behind me as I took a few small steps in, taking in the place. Why was I here? Did I really want to be here? Did I have to be here?
This was a place that has been discussed about if something ever happened to Touya while I was still a minor, precautions set by him that I should go to this place straight away in seek of some sort of help but- This place gave me an unsettling feeling. Was it because of my nerves? Here, the potential of me being found out who I truly was very high on the scale. I didn't want to be found out, I would be forced to go back and live there until I turned 18 by the Japanese Government. And there was no way in hell Enji would allow me to not live with them.
I was also afraid by how I looked currently, during my onslaught of a mental breakdown and tantrum, I had ripped my eye patch off and threw it off somewhere- Which was most likely underneath tons of things that I just could not seem to find where, even after some of the cleaning and fixing up I did. So, I was outside, both eyes on display.
I wore a beanie with the white side of my bangs tucked in, my hair pulled into a low ponytail and currently hidden by the jacket that I was wearing.
I approached the desk, the lady behind the counter on her desktop clicking away. Nerves racked through me with every step that I took, her head turning towards me once she noticed I was here, a gentle smile appearing.
"Oh, hello dear!"
"Um, hello?"
"No need to be shy. What's your name?" For a moment, I debated. Should I keep the name Elle? I didn't think this through, and I didn't want to say my real name- And I didn't want to keep her waiting while I thought of one.
"Uh, Elle."
"Just Elle?" I nodded, "Okay, I am Miss Jinei. How old are you?"
"I will be 17 in January think, um yeah." I mentally cursed at myself, of course I would almost forget my own birthday.
"Alright, dear. Now- What brings you here? Are in some sort of trouble?"
"Well... You could say that..." I muttered, scratching the back of my neck nervously, everyone in my body screaming at me to just turn around and leave.
"Here we try our best to cater to every child's needs, no matter the age. Whether you be just a baby or a 16 almost 17 year old yourself. So you will have to tell me what led to you coming here." I gulped, shit, shit, shit-
"I-I uh, well... It's difficult to explain?"
"Did you run away?" She questioned me and I shook my head, well technically I did but that was when I was much younger-. She cleared her throat, motioning for me to go around the desk to sit down on the chair opposite to her.
"If you did run away, I will have to report it to the authorities."
"I-I didn't run away. Something well... Happened that is hard to say..." I trailed off, trying my best to come up with a cover story. Her gaze softened, leaning forward and touching my hand, slightly jolting from the unexpected coldness she felt from my left hand. Perks of having half of a ice quirk...
"It's alright, just take a deep breath. You are free and safe to talk to me here." I took her advice and took a breath in, nodding to myself. Okay, Elle. Stop being so anxiety ridden. This isn't you, you just need to see if this can be one of your options.
"My parents passed away when I was little, my older brother has been taking care of me since and well... Something happened recently and I didn't know where else to go." I told her, slowly getting the cover up with some truth to it past my lips.
"So I see, you seem terribly skinny my dear. Your skin is so cold too, not eating enough arent you?" I hesitantly nodded, I already knew that.
"What I can do is supply you a place to sleep tonight for now, and take you to the hospital tomorrow for a check up and see if I can find any legal documents of your birth certificate. Do you happen to know which hospital you were born at?" I shook my head, 'Shit, I can't stay here.' I kept up my act, eyes wary as she opened a drawer and pulled out a piece of paper.
"Please write any additional information onto here, I will be right back." She told me, standing up and resting her hand gently on my shoulder, reassuring me. I grabbed the pen and wrote 'Elle' down as my name, moving onto my birthday as she exited the room, I stopped halfway through spelling out January, glancing over my shoulder and listening for her, seeing as she went into the room connecting to this one.
This would have been the perfect place for me- If I hadn't been the biological daughter I was to a Pro-Hero.
I stood up, walking around the counter and opening the door and leaving. 'I'm sorry, you were nice about this but- I can't risk it. If I went to a hospital and they took my blood- They could put it through a DNA match. And that would lead to them finding out who I truly was. I can't let that happen.' I thought to myself as a silent apology to the kind lady, walking away from the building as fast as possible without my asthma kicking in.

Miss Jinie entered the room again with her wife in tow, ready to speak to Elle but stopped, seeing the young girl nowhere in sight. Her eyes widened, grabbing a hold of the paper that she was writing on.
"She ran off..."
"Poor girl, she must have gotten spooked." Jinie's wife- Tanako stated. Jinie frowned, glancing at her wife for a moment before deciding to go outside to see if she was still around, maybe just needed to take a moment for herself from getting overwhelmed- But was disappointed and filled with more worry when she didn't spot her.
"I shouldn't have left her alone but I had to get you and-!"
"Hey, hey. Calm down, we will find her, okay? I will go call the police, what did she look like Ji?" Tanako asked her, holding her face in her hands to calm her down from freaking out.
"She was um 3 inches taller than me-" (I'm American and too lazy to look up how many centimeters because it gets way too confusing for me sometimes cause I suck 😂. Apologies to the peeps who use a different system than me!), "White hair and skinny? She was so skinny, she probably isn't getting enough food and what if she passes out and-"
"Jinie, calm down. Please finish." Tanako kissed her forehead, letting her take a few breaths to calm down before nodding, continuing.
"Fair skin umm. She was wearing pretty dark clothes that looked so old and worn and tore. And she had really beautiful eyes, one was grey and the other blue." Tanako nodded.
"Okay, anything else?"
"Her name is Elle.".

"Is everybody here then?" Midoriya questioned, his cheeks and ears tinted pink from having so many people in his dorm room at once. It wasn't like they haven't seen his room before, but the fact that they would be here to explore and see how much AllMight merchandise he held reeled him with nerves. As he had to put some underneath his bed since the dorm room didn't hold a lot of space as his own bedroom at home did.
"Everyone is here." Confirmed Momo, specifically referring to the people who wanted to help and learn about what Midoriya was told that day. He nodded, taking a short gulp of air in before speaking.
"W-Well... Aizawa-Sensei, AllMight, and Tsukauchi believe Elle is working with The League of Villains." Gasps and mutters filled the room of disbelief.
"That can't be true! S-She wouldn't have helped me if she was a villain..." Uraraka stated, not wanting to believe it.
"I agree with Uraraka, she doesn't seem to be the type of person to be one."
"Maybe they have something on her that we dont know, kero?" Tsu mentioned, Iida nodding. "Could be a possibility."
"What do they have on her to think so?"
"They showed me a picture from a traffic cam that could see into an alley behind a convenience store I think? It was Elle and somebody from The League handing her something."
"Who was it?" Todoroki piped up, having stayed quiet for the most part, but was still interested in this. Midoriya jumped, not expecting to hear his voice as he turned and looked at him leaning on his desk.
"Uhh... I don't remember the name specifically, but he looked familiar."
"I wonder what he was handing over to her..."
"Couldnt we just go and ask her?" Hagakure questioned.
"I was told not to seek her out, besides- Kirishima already thinks she has gone missing. And I don't want to go to him with this information just to make him worry more."
"Speaking of Kirishima... Did him and Bakugo come back to the dorms with us?" Midoriya's eyes widened, realizing he didn't see the two. He did see Jirou, Mina, Kaminari, and Mina but- Not the best friend's duo.

Earlier...
Kirishima's phone rang, silencing whatever conversation him and Bakugo were having at the back of the group, walking back to the dorms. The two slowed their pace as Kirishima pulled out his phone, seeing a anonymous number calling him.
"Probably just a shitty telemarketer-" Bakugo began, Kirishima cutting him off, "What if it's Elle? She did smash her phone yesterday, maybe she found a new one and remembers my number?"
"Unlikely." The red head ignored his friend and answered the call, Bakugo grumbling under his breath in dismay.
"Who is this?"
"I'm saying goodbye." Kirishima jumped at the sound of Elle's voice, Bakugo arching a brow.
"Oh my goodness! You are okay! Are you? Are you hurt? Where are you?"
"I just paid a visit somewhere that you don't need to know. I'm just calling to say goodbye to you."
"Goodbye? Elle, what are you doing-"
"Not that kind of goodbye Rockhead! I'm leaving, I figured to give you a call since you are basically the only person I can really trust in this city."
"You are leaving the city? Where will you go, Elle I know that you can't possibly have money-" Elle sighed heavily, staring at the window of the phone booth.
"How do you think I'm calling you right now? We- I had money set aside if something were to happen, enough to leave the city to keep me out of harm's way. I'm out of options, Kiri."
"You can come live with my mom and I, I have told you that so many times."
"I appreciate your sentiments but still, no. I gotta go, the timer is running out. I need to pack up what little I have and just... Leave."
"Wait no no no, please. Can I at least see you? To give you a hug goodbye?" Kirishima pleaded, his heart pounding in his ears. It took a few moments for Elle to debate, should she? It wouldn't hurt, right?
"Fine... On 17Th street of Walle Lane there is an abandoned apartment complex with graffiti painted on it so much that it can't be cleaned off by the city. You can't miss it."
"I never miss... I will be there, don't leave without saying goodbye to me properly, face to face!" He told her, hearing her lightly chuckle on the other end.
"Whatever you say." The line went dead, the timer having run out. Kirishima lowered his phone, looking to Bakugo.
"I gotta go, make a cover story up for me-"
"Hell no, you do realize what that address is, right?" Kirishima blinked dumbly at him, tilting his head to the side.
"No...?"
"That address is where tons of crime happens. I ain't letting you go alone Shitty Hair." Kirishima blinked but nodded, he wanted Bakugo to meet her at least once. Maybe he could convince her to stay.
Elle sighed heavily, walking away from the phone booth and back to the apartment complex, hands in her pockets.
She entered the room she had been living in for almost a year now, the place feeling completely empty and ominous as she went over to the couch and opened the secret compartment up, pulling out the duffel bag.
She unzipped it and rummage through it, making sure everything was in there before grabbing a plain black eye patch, almost had forgotten that she had this. It was one of her first ones, and she didn't have time to look for her usual one. She took off her beanie and tied the eye patch around and underneath her hair, given only one side of sight once again.
She went around the living room, grabbing her favorite books and putting them into the bag and any left over cans of food into the duffel bag as well. She couldn't bring much with her sadly. But anything would be enough hold her over until she could be out of this place for good.
She walked into the bathroom, stopping once she spotted the hair dye on the counter and frowned. 'That's right, I never got around to using it...' She was waiting for Touya to come home so they both could be freshly dyed but- What was the point anymore?
She clenched her teeth, grabbing her tooth brush and tiny tube of toothpaste and shoving the two into the bag before heading to her bedroom, stopping once realizing she could only grab one more thing before the duffel became too heavy for her to carry.
She shook her head, opening the door but stopped, wide eyed once she saw the broken glass from the window all over the floor.
"Shit." She muttered, swiftly turning around as her heart began beating faster. She checked all of the rooms already, the only room left being Touya's meaning-
"Dabi?" She hesitantly called out his fake name, it wouldn't make sense for him to go through the window, he knew how to get in through the door. But maybe he was in a hurry? He smashed through the window and didn't think about it? She wanted to believe that, she truly did.
She carefully placed the duffel onto the ground, eyes narrowing as she walked across the Hall and stopped in front of her brother's door, ice building up on her left side and her skin warming on her right as she reached out and opened the door.
Nobody was in it, empty, but a wooden chair that she had never seen here before was right in the middle of the room with a note on it. She slowly walked towards it, eyes roaming around her to make sure there wasn't anybody hiding in the shadows before plucking it off of the chair. She opened the folded note.

"Fuck-!" Lights out, falling to the floor as she was knocked in the head by someone she didn't know, couldn't see clearly as her vision went in and out. The figure walked around her, lighting a match and going to the corner of the room before she completely lost consciousness.
Kirishima and Bakugo could see the apartment complex in sight, Kirishima jittery with nerves before suddenly the entire place erupted in flames. Both of the boys' eyes widened before taking off into sprints, the school bags they still carried with then being discarded at the base of the apartment complex.
"Where the fuck is the door?" Asked Bakugo in annoyance. Kirishima went to answer before the ash blonde erupted explosions from his hands, shooting him up before grabbing onto the balcony and pulling himself up. Kirishima hurriedly searched to find the door, running into the alleyway to see a door, trying to open it but was left to it being jammed in. 'Why?!' He asked himself, hardening his body before ramming into it, the door flying off of it's hinges from the force, smoke flitting through and causing the boy to cough loudly, eyes burning from the smoke before he ran up the stairs.
Bakugo kicked the window in, shattering the glass before entering the small apartment, covering his mouth with his free hand as he ran into the first room being the bathroom, then Elle's room, briefly seeing the mattress on the floor before he turned and went to the last room, the door closed and locked.
Kirishima thrusted his hardened form into the next door, entering Elle's apartment, seeing how fast the flames were growing as the smell of gasoline drenched his senses.
He ran to where he spotted Bakugo in the hallway, seeing him blow the door away leaving black scorched marks.
Kirishima's eyes widened, seeing Elle passed out on the floor. He grabbed a hold of her, pushing her over onto her back and checking her pulse, his shoulders untensing in relief, 'She is alive.'.
"Come on!" Bakugo snapped him out of his short trance. Kirishima nodded, wrapped Elle's arms around his neck before picking her up and running out of the room with Bakugo in tow.
A crowd had already began forming outside, the explosion having been so big that Pro-Hero with water quirks such as Backdraft were already on the scene to distinguish the fire.
The two coughed as they exited, their ears ringing.
"Look, it's UA students!"
"Oh my, poor girl."
"Is she alive?" Kirishima could hear some of the forming crowd's questions and statements, Bakugo glaring at them in annoyance as Backdraft made quirk work of getting the fire under control.
Half an hour passed before the fire was distinguished and the police were on the scene investigating, Elle still knocked out as the first responders from the ambulance checked her out for any injuries.
Midoriya and the others rushed over to Bakugo and Kirishima, who were already receiving a scolding from none other than Tsukauchi.
"What on earth were you two thinking? Didn't Midoriya warn you about her?!" Kirishima stared up at him, his face dirtier from the smoke and debris.
"Eh?" Confused eyes looked at one another before Midoriya reached them.
"Are you two okay? Is Elle okay-"
"Midoriya, you didn't tell them, did you?" The hero in training froze briefly before he rubbed the back of his head nervously. "Um... Well, you see-"
"Tsukauchi sir, we found this in her hand." A police officer stated, showing him a crumpled piece of paper. Tsukauchi nodded, taking it into his hands and carefully unravelling it.
"Have fun sunbathing." He read, eyebrows furrowed.
"Someone did this to Elle?" Kirishima questioned, his eyes venturing over to Elle leant up against the wall of the building.
"It seems so, take this to be analyzed for any finger prints."
"Yes sir."
"Now, back to her." Tsukauchi returned to the conversation.
"It has come to our attention that Elle could be involved with The League of Villains."
"W-What?! That's crazy-!"
"Let me finish." Kirishima stopped, shutting his trap.
"But, that was before she was attacked. Midoriya, it seems you were right, there must be something going on behind the scenes." Midoriya silently cheered to himself, happy that her suspicions of being a villain was lifted, "But- Her being a villain isn't entirely lifted. We will interrogate her once she wakes up-" Loud sputtering coughing and gasps was heard, the group of four looking over to Elle who clutched at her chest, having trouble breathing.
"Crap." Tsukauchi muttered to himself, watching one of the people attending to her running back to the ambulance to grab something to help her breath.
"She must have inhaled a lot of smoke."
"The damn place smelled ghastly, gasoline." Bakugo muttered, his words still being heard by the three. Kirishima frowned, seeing how much pain she was in as a first responder coaxed her to breath properly- Only it didn't help, it got worse and triggered her quirk. Ice spreading like crazy from her hand that wasn't clutching at her chest.
"F-Fuck, fuc-cking... Damn handsy." She stated in between sputtered gasps, her nails digging into the ice she created.
"Handsy?" Bakugo questioned with a small sneer.
"She is talking about someone." Midoriya concluded, glancing back to where the rest of his friends were behind the police line, slowly watching the scene unravel. His eyes stopped at Todoroki, sparking an idea.
"Be right back." He excused himself before going over to them.
"What's going on? Is she okay?" Momo asked Midoriya.
"She can't breathe properly from all the smoke I grant." Iida muttered to himself in thought.
"She is going to be alright, Todoroki come with me. I think you can help Elle." Todoroki blinked rapidly, mulling over his words for a moment before softly nodding. He bent under the police tape and walked with Midoriya, careful not to slip on the ice.
Elle glanced over, her eyes widening seeing him. 'No, don't you dare bring him over Midoriya, no, no, no!' She yelled at him in her mind before coughing loudly again, clenching her eyes tightly shut.
Todoroki felt a memory flash in his mind at the sight, almost mistakening her for someone else in that moment. In the moment of her being unable to breathe.
He bent down next to her, carefully grabbing hold of her and on the ground and lifting it up. He could feel her ready to send another bout of ice out again, but his left hand stopped her from doing so, cancelling her out.
"Found it!" Cried the EMT, running back over with the breathing machine in one hand and the mask in the other.
"I feel... L-like..." Her visible eye began dropping down, ready to close.
"No no sweetie, stay awake okay?" Stated the paramedic, watching her cough loudly again before the EMT sat down next to Todoroki and turned the machine on, holding the mask to her mouth and nose.
"Breathe in, and out, in and out. Slowly..." Elle was instructed, realizing how relaxed she had gotten. The pain in her chest was still there, but somehow with her twin beside her, it relaxed her to be in the presence of him. Even if he didn't know it was her.
'Have fun sunbathing.' The grip on Todoroki's hand and on her jacket tightened, feeling how warm her right hand was getting before she stopped it, no, she couldn't be seen freaking out with her fire side. It would give her right away as to who she was.
She focused on cooling the right side of her body down instead of flames spurting out, it was frost.
Todoroki noticed this and grabbed hold of her other hand, putting both into his left hand, even if they couldn't fit entirely in his hand, it helped keeped her quirk from going out of control from the stress.
A few minutes passed before her breathing was under control again, the mask leaving her as Elle heaved a deep sigh, closing her eyes, her grip loosening on Todoroki's hand.
It felt nice... Being so close to him after so long, being close with her twin, watching out for her even when he didn't know her. But she knew that couldn't last if she wanted to keep her secret.
She pulled her hands away from Todoroki opening her eyes again and looking over to him.
"Thanks." She muttered and he nodded.
"Miss, tell us your name."
"Elle."
"Your full name, hun." Elle blinked, furrowing her brows. Full name?
"She doesn't have a full name." She looked over to the voice, seeing Kirishima.
"Oh well hey Rockhead." She subtly waved at him and he smiled, glad to see she was breathing better.
"Miss Elle." She looked over to an officer, blinking rapidly to let her eyes adjust from the street lamp he was standing directly in front of from her angle and point of view.
"I'm Detective Tsukauchi, I have questions for you regarding The League."
"The League?" Elle answered, not knowing which league he was referring to.
"We will talk more once you get more medical help, you seemed to have inhaled a lot of smoke in there." She felt her eyes widen, finally recollecting her thoughts.
"Shit! What is left in there?!"
"Pardon?"
"I had a bag that had all of my stuff in- Please tell me it didn't go up in flames." Kirishima felt his eyes widened, 'That's right, she said that she was going to leave the city... With money that she had saved up.'.
"We will search for it, what was in this bag?"
"My belongings and... Around 33,000 yen..." (300 US Dollars, I'm just using the converter on Google).
"Well shit, that is unlucky." Bakugo commented and Elle glared at him.
"Very."
"Sir, we have to take her to the hospital to get treated." Elle tensed, Todoroki, who was still knelt down beside her, noticing.
"I-I'm fine. I don't need no hospital."
"But Miss, we have to-"
"I'm fine." Elle slowly pushed herself up and off of the ground, Todoroki grabbing hold of her arm as she stumbled forward.
"Miss Elle, I recommend you going to the hospital."
"I will be okay. Not being able to breathe is the usual for me-" 'Shit, Shoto is right next to me.' She thought to herself. Tsukauchi rose a brow.
"You have asthma?"
"Since I was a baby. Once again, I will be fine. I have gone through worse than this."
"Very well. But if you have trouble breathing again I will send you directly to the hospital, understand?" Elle nodded, silently cheering to herself that she didn't have to go.
The paramedics and EMTs didn't look convinced, watching her closely as she was escorted to a police car so she could be taken in for questioning.
At least she didn't have to go to the hospital- But now she had to go to the police station. Great.

This turned out to be a longer chapter than expected and just oof, really action packed and just everything being expelled out.
Things that happened in this chapter will slowly be explained as we go further along in the story, so not to give away in this A/N, that's all I'm saying in terms of that. Like, who started the fire? Why did Elle's quirk activate against her will and yet able to control which element is on which side? And Shoto being so close to his twin sister, and yet oblivious.
All will be answered in the next few or so chapters (not giving an exact number here).
