The copycat was a double agent turned fugitive for robbing classified information; the encrypted data of a bioweapon that is capable of altering the genetic component of the recipient which can be used to transform into the vivid image of the copy by completing the bioweapon, the user can shapeshift into anyone and impersonate the original.

To alter the DNA of the original to look like an exact copy of another person be extracting the RNA of the previous subject. This bioweapon, used in the wrong hands, can supplant the identity of the original subject and the original individual can be framed from a crime that was caused by the usurper.

The usurper could get away with incriminating the individual they impersonated, not only because they look alike, but copied their genes as well.
Ex: Bodily fluids, finger prints, hair, etc.

How will the I.B.I. be able to identify an usurper with the original?

This is where the next prompt comes into play.

Prompt #18: You step through a magic portal thinking it's the way back home, but what you find isn't what you expect it.

The teleporter, transporter, or portal can identify the DNA signature of the usurper and send an alert, pinpointing the location where the usurper will go since the teleporter can quickly scan the traveller in nanoseconds and registers every microscopic cell as it is quickly warped into another location. The usurper can copy the DNA of others though the original gene of their composition can be traced in the nucleus and that is where the teleporter detects the copycat and translocates them to their destination.

This notice allows the I.B.I. to prepare the capture of the imposter upon their arrival.

The root of the conflict is loosely based on prompt #63: A rivalry between two coworkers has unforeseen consequences.

One of the protagonists has had a competitive rivalry with the main antagonist. The antagonist is the original copycat who has stolen the data and has become the outlaw for breaking the code and gave the information to the wrong people and used that power to fabricate miniature versions of the original bioweapon. Thus ushering a wave of tangible identity theft, impersonation, illicit mass production of weapons to rob the lives of the original civillians.
