His name is Kenisis. He is the one of thirteen humans who can actually achieve perfect harmony with Kenetical Spirits, so in addition, he can recruit anyone of the Kenetical Spirits he finds. Or, he can find someone with the attribute he desires and then steal them. Right now he has Pyro and Hydro, and is hunting down Aero, who is also known as- SORRY CAN'T TELL YA YET
