He has the power to control how harsh the sea is, able to make it become rough to the point of sinking all boats in it.
He can't create a tsunami or control the sea in a way of moving al of it onto land. He isn't a god of disaster, after all.
However, he can summon a rainstorm ranging from light rain to thunderstorm.

Lian, the emperor's lotus, an elegant person who makes sure he is always presentable and acting accordingly. He isn't one to cause trouble without reason, preferring to be by himself. A smart one he is, being a sea dragon and having lived much, much longer than the humans in the empires. He has his reasons for everything though it may not seem like it. Perhaps it would be best to ask him directly about things, as he isn't the type to keep things secret if asked.
He doesn't joke around often either. But often doesn't mean never- it could just be because as of now, Lian hasn't yet found anyone who he actually fully likes. He's not the playful type towards those he doesn't want to be close with. That said, he does show his approval of someone or liking them by spending time with them and allowing them to be more close to him. It'll start being more noticeable when he deliberately seeks them out.
With his air of elegance and high status in the empire, Lian's become a role model to the young men and women in the emperor's palace. He is able to do things well and obediently, doesn't cause trouble or anger the emperor, which could aso cause envy and jealousy to arise. With all the rumors going around about him, some people outside the palace think of his as a conceited person that just warms the emperor's bed.

About a year ago, word had spread far and wide about the Montia Empire's emperor catching a mythical creature. Though there aren't much details about how and what happened that day, it is well known the emperor had brought back a sea dragon.
How interesting. A human catching a sea dragon? It was the first time to hear of it, but certainly won't be the last.

Not long after the news spread, the emperor started flaunting his 'prize,' showing off to every empire who visits his palace. It's said that the sea dragon is such a beauty he may just be the most beautiful man in the Montia Empire, but well, beauty is in the eye of the beholder. The sea dragon, called Lotus by everyone due to the emperor wanting to be the only one to call him by his name, is said to be elegant and obedient. Truly the emperor's pet.

(Name), the emperor/empress of an empire just as well known as the Montia Empire. Not just well known but also close to being on par. But the difference between their empire and the others is how the people in theirs are treated equal, or at least very close to equal.

A year after all the news about the Montia Empire's emperor catching a mythical creature, it wasn't long before all the empires began to want to see the emperor's Lotus for themselves. Some of the empires grew envious, and yearned for the creature to be theirs. It became seen that having the creature is a sign of being able to 'conquer' even mythical beasts. A war broke out a year after empires became envious.

(Name) had their own reasons for why they joined the war.

It was a year long war. A few empires collapsed and got wiped off the map completely, and others encountered hits to not just their population but also their economy. Their army had breached the empire's defenses, and now they stand in the palace's hallway, the emperor severely injured on the ground at their feet, desperately crawling towards a silver door.
