Bucky was crossed out in 1959, shortly after the founding of the Ellie and Dolley Foundation. Dolley was crossed out in 1961, Steve in 1965, Georgie in 1972

the reason Dolley was so low on the list and crossed out so quickly, was because, well, think about it; she's searching for all these missing people and then she winds up missing herself. Susie believed she was dead for a long time and honest to god thought she was going to be killed

and it does make you wonder, why didn't HYDRA ever try to kill Susie? why did they never send her dear little sister after her like they sent Dolley's dear big brother after her?
