so bucky has not officially adopted ellie but he is legally recognized as her foster parent 

like basically what happened was the courts or whatever were like "eh fuck it he's been taking care of her for the past fuck whatever years, she seems fine, he can keep her"

might have him legally adopt her tho at some point
