this stems from the Egypt /Israel war, 

To improve public relations. 

You have to greet ten people 

to participate in this day

which prompts communication 

hoping conflicts are sorted this way. 

World Hello Day is celebrated every year on November 21st, to take part in this special day all you have to do is simply greet 10 people. This is to show the importance of communication and peace. This day began in response to the conflict between Egypt and Israel in 1973, it is now recognised by over 180 countries, it is also to remind governments that it is much easier to settle differences by communication.
