(41) - Anger and Accords

NADiA'S POiNT OF ViEW

I wake up in my room at the compound and rub my face down. My head has had a slight ache in it ever since Lagos last month and it feels better. I take it slow as I walk into Wanda's room. Wanda is watching the news. The only bad thing is our names are on the screen and they're blaming us for the attack.

Her lips are in a frown as she stares at the screen. "Eleven Wakandans were among those killed during a confrontation between the Avengers and a group of mercenaries in Lagos, Nigeria, last month. The traditionally reclusive Wakandans were on an outreach mission in Lagos when the attack occurred." Oh, god... they're making us look horrific when we were trying to help. I make my way and sit beside her on the bed.

"Our people's blood spilled on foreign soil. Not only because of the actions of criminals, but by the indifference of those pledged to stop them. Victory at the expense of the innocent, is no victory at all." King T'Chaka sounds a bit forlorn. Wanda watches the screen with a guilty expression. I set my hand on her's and she looks at me.

I give her a weak smile.

"They are operating outside and above the international law. Because that's the reality if we don't respond to acts like these." Another reporter appears on the screen and I look down at my hands, are we really that bad?

"What legal authority do enhanced individuals like Wanda Maximoff and Nadia Oakley have to operate in Nigeri–" The TV turns off abruptly and I look to the door and see Steve setting the remote down.

"It's my fault." Wanda mumbles and I shake my head.

"Not true, Wand." I put my hand on her shoulder again.

"Turn the TV back on, they're being extremely specific." Her voice is quiet as Steve leans on the doorframe.

"I should've clocked that bomb vest long before you had to deal with it." He makes his way over and sits on Wanda's left side.

"He said 'Bucky' and... suddenly I was sixteen again, in Brooklyn." Steve takes a deep breath while I squeeze her hand. "And people died, it is on me."

I shake my head. "It's actually on me..." They both look at me, Wanda's eyes not believing and Steve's confused.

"I know Wanda doesn't have very much control over her powers since she doesn't use them to their full capacity. But me? I'm pretty much always in control." I conjure a ball of purple mist and toss it as an example.

"I shouldn't have left her side knowing she couldn't contain it without trouble. I'm not belittling her... she just needs to trust herself more often than not. I'm at fault. I knew I could have done something but I left to go get the weapon; when there were more than one. Natasha was capable of taking down those guys but I'm so used to helping that I didn't think about it." Steve shakes his head.

"In this line of... work, we try to save as many lives as possible. Sometimes it isn't everybody and if we can't find a way to live with that, next time... maybe nobody gets saved." Steve's got a point there. I wasn't even feeling guilty until they begin talking about how we as the Avengers work on our own accord and set of rules.

But if we are regulated then so many lives are at stake. Take HYDRA in S.H.I.E.L.D for example, if we hadn't exposed them then so many people would have died.

Then we would be blamed for not doing anything. There is no way to win. Vision appears through the wall and interrupts Wanda and she jumps up, "Vis! We talked about this." Her voice is a bit whiny but I don't hold it against her, the dude just materialized his way in her bedroom.

"The door was open so I assumed..." He points to the door with his arm then pauses. "Captain Rogers wished to know when Mr. Stark was arriving." Vision announces.

"Thanks, we'll be right down." Steve smiles at the AI in human form.

I'm still a little weirded out about Jarvis being a... humanoid thing. "I'll use the door," He begins walking out before turning around rather abruptly, "Apparently he's brought a guest." I turn my head and Steve looks at me, eyebrows low in confusion.

"Who?" He asks simply.

"The Secretary of State." This can't be good.

LATER

And what did I say? 'This can't be good.' And it isn't! I'm sitting in a room with the Avengers and The SOS (Secretary of State) aka some guy named Thaddeus Ross; who is standing at the head of the table. "Five years ago," He begins before awkwardly clearing his throat. Nat, Steve, Tony, Sam, Wanda, Rhodey, Vision, and I are all staring at the man.

Okay, not all of us are directly staring at him. Wanda and I seem to be staring him down, the rest of us are just kind of looking everywhere. "I had a heart attack. Dropped right in the middle of my back-swing. It was the best round of my life, because after thirty hours in surgery and a triple bypass." He pauses for a second and I roll my eyes, he's just trying to add suspense.

"I found something forty years in the army would have never taught me; perspective. The world owes the Avengers an infinite debt. You've protected us, fought for us, risked your own lives. While many people think of you as heroes..." Here is another one of his 'suspense' pauses.

"Whereas others prefer the term 'vigilantes'." Natasha leans forward on her hands.

"What word would you use Mr. Secretary?" He doesn't hesitate to answer with one word.

"Dangerous." That word holds a lot of power. I look down at my hands, they're glowing amethyst. Wanda sets her hand on my forearm, knowing not to touch where the purple glows directly.

She did one time and burned herself. "Take a deep breath," I nod at her and fill my lungs completely before releasing the air.

"What would you call a group of US-based, enhanced individuals who routinely ignore sovereign borders and inflict their will wherever they choose and who, frankly, seem unconcerned about what they leave behind?" The SOS asks while leaning on the chair in front of him. The screen behind him turns on, "New York," On the screen shows the alien invasion with people running everywhere. The Hulk smashes into the wall by the camera and dust clouds the lens.

"Sokovia," The floating city is being filmed from the ground and I can make out a purple, white, and red mists. There are more citizens running, their faces filled with terror as they try to escape. Wanda's face is pale as I tighten my grip on her hand. "Washington DC," I cringe at the thought, whatever end damage there was, is on me.

I was the one in charge of getting rid of the carriers. On the screen shows the carriers firing at one another, then flashes to the destroyed Triskelion. Next is one of the carriers crashing into the water and a massive tsunami-like wave engulfs people and the camera. And on the roof of a building stands me, trying my very best to get rid of them... but I failed. My head hangs as I feel tears brimming my eyes. Maybe crying would make me feel better?

"Lagos," I hesitantly lift my head and regret it, but my eyes refuse to look away from the damage I caused. The building in flames then the camera switches to paramedics moving a dead girl. I lean into Wanda and we tighten the grip on our hands. "I wonder what they call us..."

I nod a bit, "Nothing good, I'm guessing." Steve's face hardens when he sees the two of us, huddled together.

"That's enough." He states.

The SOS nods to someone and the videos turn off. "You have operated with unlimited power and no supervision, for four years. That's an arrangement the governments of the world can no longer take. But, I believe we have a solution," He drops a thick book on the desk and slides it to Wanda and I. 'The Sokovia Accords'? I grab it and push it to Rhodey.

"The Sokovia Accords. Approved by 117 countries... it states that the Avengers shall no longer be a private organization. Instead, they'll operate under the supervision of a United Nations panel, only when and if that panel deems it necessary."

How can they limit the very power that has kept this world safe for so long? "The Avengers were formed to make the world a safer place and I feel we've done that," Steve announces with a tight jaw.

"Captain, do you know where Thor and Banner are right now?" Steve looks at me and I clear my throat.

Everyone looks at me and I hold back a blush. "Thor went to his homeworld. As you may know, he is not from Earth and we cannot expect him to abandon his home for a place with countless heroes. As for Banner..." I look at Natasha and see her face is somber. "We have no info on Banner." I feel that I said that well.
