SYNOPSIS!

WHEN THE WAR ENDED, SHIELD was founded and under their noses, Hydra grew, like a tumour waiting to turn malignant. Dr. Arnim Zola helped with that growth. He, alongside other 'ex-Hydra' scientists, created the Winter Soldier, one of many secret Hydra weapons.

For decades, no one noticed, not even the best of SHIELD. Not until it was too late. Alexander Pierce, the current head of Hydra, began implementing Project: Insight under the guise of surveillance. Not even SHIELD's director, Nick Fury, knew of its ulterior motives. With Insight, Hydra would be able to wipe out all their current and would-be enemies. Then, no one would stop them.

VICTORIA GRAHAM HAD GRADUATED TOP of her class at the SHIELD Academy and was only twenty-two when Director Fury personally asked her to work under his division. Like her father before her, she excelled at SHIELD. And like her father, her true alligence was to Hydra.

Victoria had never known a SHIELD without Hydra. It was always there, in the shadows. To her, there was never truly a SHIELD to begin with. Rasied by her father since the age of four, Victoria saw first hand the good she could do at SHIELD and how Hydra could benefit the world, even if the world couldn't see it for themselves.

WHEN NICK FURY ASKS AGENT Graham to keep an eye on Captain Steve Rogers, Victoria must fight for what is right or die trying.

NOTE: Hello!! Guys, I'm so hyped for this fic. Steve has always been my favourite mcu character, idk why. He always just resonated with me. I've been on a rewatch binge of the mcu and when watching TWS again, inspiration struck.
