Years ago a Great Tsunami sank a few countries. Scientists created 4 high-tech island cities protected by technological waterproof barriers and sent them underwater with the remaining human population.

The 4 Cities:

Neptune City

Atlantis

Undertoe

Low Tide City

All contact with the Surface has been cut off to the public. The Sea Council-the leaders of the 4 cities-are the only people to have communication to the Surface World. But no one on the Surface has contacted the 4 cities so they thought all Surface People were either on the 4 cities or dead. Until....

3rd Person P.O.V.

In Neptune City a message was sent from the Surface World to The Sea Council. "We can't let anyone know about this," The Leader of Atlantis said. "Agreed," The Leader of Undertoe said. "They'll be sent into a panic if we do," The Leader of Low Tide City said. "So it's agreed we shall not tell our people of the message from the Surface World," The Leader of Neptune City said. The Sea Council went back to their respective cities keeping the message a secret.
