This is when you fight sans in genocide. Chara has clearly pissed sans off so he flipped chara upside down and shot bones through her body. They (I'm not presuming chara s gender) are obviously a malconist as they seem to enjoy the pain and they are saying 'I will be back =)'  They mean back as in when they continue or as people call it when they load.
