A thing called Evolved Semblances exist on Remnant, these are more powerful versions of the hunter's Semblance which can only be unlocked by going through and overcoming a personal struggle. For example, Weiss' would come from not being afraid of her father anymore and standing up to him, saying to his face that he will never be her father. In return, Weiss' Glyphs would be powered up by a lot, her Time Dialation glyphs for example can now slow down time to a crawl, to the point where to other people, Weiss looks like a blur.
