James and Sirius were very close to each other. Like Ron and Harry. They shared a brotherly bond. So most people see them as brothers from different mothers.
Sirius and Remus weren't that much close. People can see their bond as more than platonic.
1. Trope
James/Sirius falls under the trope two like-minded people falling for each other. And Sirius/Remus falls under the trope 'opposite attracts'. Most women are romantic. They enjoy angst and drama. Sirius/Remus offers that drama and angst. James/Sirius doesn't.
2. Rival ships
I mean James/Lily is canon. Most people prefer the canon ship. So They don't want to ship James with anyone but lily.
On the other hand, Sirius didn't end up with anyone in canon and Remus/Tonks is probably the most unpopular canon ship. It was forced. So it's easy for fans to headcanon Remus as bi and ships him with Sirius.
3. Films
In the POA film, snape thought Sirius and Remus were bickering like an old married couple. XD
So the films shipped it.
I really don't know why people think just because two persons are alike they will be more compatible than two people who have different personalities and interests. I personally love opposite attracts way more than two like-minded people falling for each other. I find the latter one boring. No offence to those who like it. Just not my thing.
I like Sirius/Remus. Yes, I am not crazy about them. But it's a wholesome ship. It gives me Ron/Hermione vibe. I think they are compatible as a couple. And James and Sirius are better off as friends.
I imagine that James/Sirius isn't popular because there is no indication that James was anything but straight and because Lupin is a more popular character than him.
People see what they feel are indications of both characters being either gay or bi (Lupin is usually the one who's bi, due to his relationship with Tonks), however. Common threads are Sirius' apparent preoccupation with Snape's ugliness, his ignoring of the girls making eyes at him, and a long look he gives Lupin at the beginning of Order of the Phoenix. On Lupin's side it's a bit thinner, largely the same look and a joint Christmas present from the two. I think people tend to ship Lupin with Sirius because they're popular more than anything.
Meanwhile, Sirius seems to have nothing but affection for Lily, with no indication of the jealousy that might ensue if she married his lover.
Personally, I have argued strongly for Sirius being straight and I don't agree with any of the reasoning presented here, but I understand the ship even if I don't support it.
So do I ship it? Maybe...
