Neil never wanted two children, let alone a daughter, so she paid little to no attention to Bella, and when he did, it was always to hit her or throw insults at her. In the outside world, it looked like Billy and Bella hated each other, but, they actually loved each other to death. Billy may have hated Max, but Bella always wanted a sister, and Max was her best friend. When Billy died, Bella did it leave her room for a week, and when she came out, her dad was gone, and she went to live with Max. Vecna realized she had more trauma and had witnessed it for longer than Max and Bella took her place in Season 4.
