Chapter 97 - Promotion?

The world is okay for now. I have McDonalds.

They dumbasses really thought they were going to bring me to the HC and expect me to eat lunch there. I'm not going to lie and say that their food is bad. It's great actually. However, I was craving unhealthy trash from McDonalds. I consider it kind of like my emotional food, and I deserve it right now. Thankfully, the only person who really argued on it was Gran Torino, and that's because he wanted KFC.

We just went and got KFC too. I like KFC. I just prefer McDonald's right now. To make things even better, I didn't have to pay for it! Sir did. I didn't even get the chance the offer to pay! He's just like 'i'll pay' and hands Tsukauchi the money. I wasn't going to argue it though. I just said thank you and moved on with my day.

Though, eventually, we arrive at my embodiment of hell: AKA, the HC building.

We get out of the car and head inside. While I go ahead to the elevator to scare anybody off, the rest of them go to throw their food away before seeing the HC president. That doesn't take too long. Within a minute, we are riding up to our floor.

"Izuku, what the hell are you doing with those fries?" Gran Torino questions when he notices them in my hand still. To be honest, I sort of forget about them, especially when I have my case in the same hand. However, there's still some in there, so I prefer not to throw them away.

"Oh, I was going to give them to the president as a little gift," I casually announce. It's unfair not to bring something to her anyway.

"This is why she doesn't pay you."

"She doesn't pay me because I'm quirkless and she's cheap. Don't be twisting the word around, Rocket Man."

Sir interrupts, "Both of you, the elevator."

As Sir says that, the elevator door opens to the familiar meeting room that so much of my trauma is buried in. At the end of the meeting table, the HC president sits with her folder of paperwork in front of her.

Since these motherfuckers have respect unlike me, I step forward and go right to her side, "Hi, it's been a while. Last time we talked, I was on the run from the entire world, ya know? So I brought ya a present! Enjoy!" I proceed to place the half-eaten probably cold french fries next to her file and go sit down. I can see the rest of the investigation squad's shocked faces, but they don't say anything. They just sit down in their places.

The HC president sighs, "I see you are in high spirits."

"Honestly, I have had a very emotional past 6 hours or so. I'm just happy now because I got McDonalds, and I didn't have to pay for it." She just rolls her eyes at me.

"Let's start this meeting. You guys went to Tartarus this morning to speak with Kurogiri, correct?"

Tsukauchi nods, "Yes, ma'am. We received the DNA results this morning and found Kurogiri's base to be Oboro Shirakumo, a hero student from UA that died 15 years ago. We brought in two heroes that went to school with him, and they were able to bring him out for a moment, but he shut down soon after. He said his friend's name and 'hospital' before that."

"I am assuming that when he says hospital, he means the hospital that Izuku asked us to watch over?"

"That's what we are assuming. We believe that if we bring Shirakumo's memories back, we will have highly valuable information."

"Yes, and if what you said is right, then it is possible to some extent. Please try to find a way to bring back his memories."

"Yes, ma'am."

"Did anything else happen there?"

Sir raises his hand, "Izuku went to speak to All for One. I was there watching." I forgot that happened.

She turns to me, "May I ask why?"

"All for One has a bias towards me as he wants to make me his sidekick or something, so I thought I could use it to my advantage. Unfortunately for me, he still wants me. I literally only learned that he was a theater kid and that he became a villain because he wants villains to win," I explain.

"I am not surprised. Multiple villains have expressed an interest in you. We'll need to keep that in mind."

"It's not my fault villains value me more than heroes."

"It is, but I won't be arguing this," Bitch, "However, we might be able to use that to our advantage if we'll play our cards right."

"As the person who is wanted by said villains, let's not touch any of those cards."

"It would be a last resort. I prefer not to handcuff you in any way as you're simply too valuable to be bait right now."

"Awe, how kind!"

She rolls her eyes at me, "Do we have any other news?" Well, after that rude interaction, I am certainly not going to tell her that I am halfway through dissecting the quirks I need to analyze. She can believe that I caught that shit on fire for all I care. She doesn't care about my little side project either, so there's no use mentioning it. Tsukuachi and Gran Torino shake their head no in agreement with me.

"I got an audit team on the company that we have been investigating. They should be able to find if any of the money there is being used for something other than the company such as the army. It shouldn't raise any suspicion as it has been needed for them anyway. Otherwise, nothing on my end," Sir informs us. I guess the undercover dude hasn't found anything there.

"Understood. If that is all, let's move onto the information I have gathered," She pulls out a stack of packets, and slides one to each of us, "I do not know if Midoriya has made everyone here aware, but Endeavor and him got a message from Hawks. They are expected to start a war in four months."

The rest of the investigation squad looks at me, and I raise my hand in innocence, "Yo, I've been busy! It's impressive that I even got that to her! Actually, I kind of forgot I did that, so go past me!" A series of groans and facepalms is shared across the room, but I ignore it, "Continue on. There's more."

"He also hasn't seen Shigaraki at all. Nobody has. We suspect that he is becoming stronger for the fight." Still?

"He has four months to prepare. It's best if we defeat them before then because who knows what is going on over there?"

"Correct, but we will be discussing those plans in a moment. There has also been updates on the hospital investigation. If you can open your packet to the hospital sector, our undercover nurse has found and taken pictures that confirm that this hospital is being used as an undercover base of sorts."

I am happy that this packet is not too big. Otherwise, it would be far more difficult to flip through with one arm.

I go to the hospital pages to find a report. At the bottom of the page, there would be a picture of what looks like a morgue room. At the back wall, a hidden doorway would be open to a dark hallway where Dr. Ujiko, the chairman at Jaku Hospital, looks down at what looks like a head of a nomu with feet. He certainly looks happy to see the creature. I can't say as much for the creature though. I think it's smile is permanent. However, at least it is wearing shoes.

I'll admit that it's a pretty damn good place to have an undercover entry. Who the fuck is going to think a morgue for more than a second? And, given his position, nobody is going to think twice about him, and he has all the tools he needs right above him.

"I'll be," Gran Torino mutters as he stares at the picture, "Has anybody else been seen going in there?"

"No," The HC president responds. I lean back in my chair thinking. I'll let them talk for now.

"Has he seen him go in there multiple times?"

"Yes." That's expected.

Nobody else says anything, which is unfortunate, but it let's me get my thoughts together.

I have met with Dr. Ujiko before. He was my quirk doctor, and he was the bitch who said that I was quirkless and should give up being a hero. During that time, I didn't feel anything off with him. Though, I was 4, so I don't think I would know in the first place. Maybe I should ask Mom about that? I'll consider it, but she isn't the most aware person.

Anyway, Dr. Ujiko is well-known in the medical industry for his research, especially quirk research. I wouldn't be surprised if he was the one to come up with the nomu idea with his knowledge. However, I can't tell you if he actually created them. The obvious way of making them is having All for One shove some quirks into people. That's easy. But now that All for One is chilling in Tartarus, is the nomu creation project on pause? The obvious answer is yes. The potato probably created extras just in case he got into jail. The reason why that might not be the case is Dr. Ujiko's specialty: quirk research. Why else would he be there besides being All for One's personal doctor?

If Dr. Ujiko is creating those nomus, it could also explain the four month wait before starting the bullshit. That probably takes time. We also can't forget the Nine crap either. He was able to take quirks as well, so that, at the very least, proves that it's possible.

However, just like the Shigaraki powering-up idea, it's just a theory. Both are strong theories, but we have no proof until being told otherwise. The only thing we can say for certain is that they are using this time to bulk up for a war. That's not good for us either way. The best approach is to assume both of those theories are true until proven otherwise for safety reasons and figure out ways to combat them.

"This is ridiculous," Tsukauchi sighs as he runs a hand down his face.

Sir looks up from his paperwork, "So what I am hearing is that we have less than four months to take down a trained army of 100,000 alongside Shigaraki and his gang."

"Don't forget that we have to do this all at once in multiple locations to prevent them from growing again with a limited amount of heroes for the job!" I announce with a 'done with life' grin.

"Sounds like a mess."

"That's why we are starting the preparation process now," The HC president explains, "We work with what we got now and build on it as we gain more information. Midoriya, have you started the analysis you needed to do?" I can feel my sarcastic smile drop. Goddamnit. Now I have to reveal it to her.

I put my case on the table, open it up, and pull out some notebooks, "I am about halfway through. I organized them based on how big of a threat they are. If they have what I believe to be a high position, they are in their own notebook," I slide the notebooks to her. She takes them and opens one of them up to the first page to see what I wrote. She scans it over for a moment. When she finishes, she closes the book and looks at everyone at the table.

"Would everyone agree with me if I say that Midoriya has the most information on them out of all of us?" Well, that's out of nowhere. I look at her confused. I know just as much as them.

Sir questions, "Are you saying that because Izuku has been apart of almost every incident?" Oh yeah. That would make sense. She nods.

"I believe he has been in every incident involving them," She corrects. That's sad. When can I not be a part of their life?

"I was wondering what you were yammering about," Gran Torino mutters, "but you ain't wrong. He's the only one here that has been there. Even if he told us everything that happened, we simply haven't got a clue like him." Tsukauchi nods in agreement.

"You're not wrong, but I don't think it is far beyond everyone else's here. We have the same general baseline," I try to rationalize. I don't know why she brought that up though.

Sir clarifies for me, "If we were on the field with them, who is most likely to predict their next move accurately?"

"Depends, are you using your quirk?" Sir looks at me unamused, "Okay, fine. I would say most likely me. I know how to better apply my knowledge of them because I've seen it in action."

"That's what we mean." Ah, okay. I understand.

The HC president nods in agreement, "You have better knowledge on them in general because of that. You have also shown to generally be good at coming up with plans ahead and on the spot when needed. If we all were to come up with a plan, yours is most likely to succeed because of that alone along with your natural talent."

I straighten up, "Get to the point. I know you don't compliment me for nothing." I also don't like where this is going.

"You also have the ability to create and use powerful gear effectively that could defeat powerful heroes like the number one hero, right?"

"It's technology. Of course I can. Where are you going with this?"

The HC president looks me in the eyes, "I believe it would be best if you come up with the plan and lead it. You have the intelligence and power to do so. Obviously, we will be watching over you to help improve the plan while providing information, but you have the best chances of pulling this off."

"Excuse me, what?"

"Not to doubt Izuku's talent, but should we really be placing that kind of a burden on a child's shoulders? We already force him to participate in the most important case in Japan. I don't see why we should force him to carry such a burden," Sir is the first to intervene with a stern voice. And you know what? I'm here for it.

Why does she think that's a good idea? Like, she isn't wrong. I can pull this off if needed. But why me? Why can't she choose someone else? I don't want to do this. I just want to be support. Is that too much to ask for?

"There are plenty of capable heroes. Why Izuku?" Tsukauchi asks.

Gran Torino adds, "The kid has enough shit in his life. He doesn't need more." I can't help but huff out a laugh at that comment because it's true.

"I understand, but Midoriya has demonstrated multiple times that he has capable, his most recent being last week. We all just agreed that he has the knowledge and talent to pull this off. That does not make anybody else less qualified. I just believe Midoriya is the most qualified, and I trust him to pull this off," The HC president explains.

"I guess we're going to ignore my ever-crippling mental health," I decide to point out. That's not to say I don't like helping. I do. I just don't like helping at the extent of my health.

She sighs, "You do not have to do this. However, if you do, you get full control of the mission. You can do whatever you like with it."

"What's in it for me? I don't get compensated for anything I do here, so why should I do more? Besides, you probably want me to do it so you don't have to pay someone else to do the work."

"I will pay you if you do this." Now that stops me in my tracks. Y'all may say that money doesn't run the world, but it really does. Here's an example!

"As much as you are paying these mother fuckers?"

"At least. I know that I have been stubborn about it, but you are the most qualified. I do not want it to go to waste."

"I can work with that on one other condition," She raises an eyebrow at me, "Eraserhead has to at least be told about what is going on. He doesn't to participate in meetings or anything. He just needs to know." FINALLY! FINALLY, I AM PRIORITIZING MY MENTAL SANITY! IT ONLY TOOK TOO LONG! Oh, and sorry Shouta.

"Is that really necessary?"

"Do you want another Lady Nagant incident?" To clarify for everyone, Lady Nagant was a prohero that went insane under the Hero Commission. She ended up killing the HC president at the time. I think it's easy to see why I brought that up.

"How do you know about that?"

"Do you really want to know?"

"...fine. I assume that is all you have to request?"

"Yip yip!" I prefer not to press boundaries.

"Does that mean you are in?"

"If you follow under those terms, yes."

Sir interrupts, "Izuku, are you sure about this?"

"I'm getting paid, and I got my support brother in it. I'll be fine." Maybe.

"Okay, but Izuku can withdraw at any time, right?"

The HC president nods, "Of course. Midoriya, you are officially the leader. I expect you to go ahead and start brainstorming some ideas as soon as possible, though keep them open-ended. With that said and done, is there anything else we need to talk about?" We all shake our heads, and she stands up, "I believe this meeting is over. I shall talk to you guys again soon. Keep me updated on anything important."

We silently watch her leave the elevator and leave.

As soon as she is gone, Gran Torino huffs, "I don't know whether to say congratulations or I'm sorry, Izuku."

I can't help the chuckle that escapes me, "Both. But at least I am getting paid!"

"You're nuts."

Tsukauchi shakes his head at us, "Remind me to tell Eraser to teach you how to say no to money."

I roll my eyes, "Excuse me, but I did not automatically say yes! I made sure I can tell Eraser first before saying yes!"

"Yes, but you might want to value your mental health a little bit more even with him in the equation."

"I think you are expecting a bit much from me at the moment."

"Certainly not as much as her."

"I- I mean, you're not wrong." Tsukauchi facepalms.

Sir stands up, "Eraser will probably talk to him about it after he tells him everything."

Tsukauchi nods, "I hope so." He probably will. Or we will get into another argument because of it.

You know, I did not think about that until now. That was not a big brain move on my part. Fuck.

Sir goes to the elevator, "Unless you guys have anything else you would like to talk about, we should probably get out of here before the elevator gets busy."

Yeah, no one wants to deal with a busy elevator. Especially since the HC is too cheap to buy another one. Fuckers.

Eventually, we do make it out of the HC building and go home right when the sun is about to set.
