Number Nine would be Sans! Nine is homeschooled and I've seen a few comics of Sans being taught by Gaster (whoever he is, seems to taught him). Nine also tends to hide his emotions, this could be equal to Sans being mysterious and badass. Caught by Mogadorians, this could equal to Sans being captured by someone...or thing...making him to be more powerful despite having LV 1.

Powers being Enhancement, Telekinesis, Super hearing, Liberum, Miras, Accelix, Anima, Precognition and Super strength.

In conclusion, Nine/Sans has the most ability power.
That is why I have chosen Sans to be in Nine's role.
