"MWS" stands for "Milky Way Sisters"

Penelope is energetic, loving, and fun. She loves music, and is a pianist. She spends a lot more time with Galaxy than any other of her sisters, because she relates to her more. Galaxy and Penelope both understand the outcast feeling that they both share since Pluto, to some, isn't even considered a planet, and Galaxy doesn't even have a planet of her own. Sometimes she will listen to stories about her sisters' troubles as rulers, and while she understands how tough being a ruler would be, she doesn't understand how they could complain SO much. Penelope wasn't always a Princess, she wasn't always a MWS, and she certainly wasn't always a "Elendear."--("Elendear" is the made-up term I'm using to describe what the MWS are. They're not gods of any kind, nor are they Demi-gods, but they are something like that)-- Penelope was human once. When a planet springs into existence, a new ruler, an Elendear, is brought into existence as well. But to the MWS' surprise, that's not what happened. Yes, Pluto was brought into existence, but no new Elendear came with it. So the MWS' had to find a human to name the new Elendear, which was no easy task. Galaxy, since she did not have a planet already, was put in charge of ruling Pluto until a human was found.

The MWS' had to find a human that was not too young but too old. If they were too old then it would've taken far too long for them to comprehend the ways of an Elendear, and they needed a new Elendear fast. But if they were too young then they would not be mature enough for them to rule a planet. So Penelope being thirteen years old was perfect, but they did not choose Penelope only for her age. They chose her for her living conditions. Penelope was homeless, an orphan, and cold. She had hardly enough money to feed herself every night, and what she did have was money she had earned from singing on the street. The sisters pitied Penelope, so they chose her to be the new Elendear. And with some Ambrosia, a bath, and a new dress, Penelope was now officially a Elendear, a princess, and a sister to the rulers' of the Milky Way.

I'll be honest, this one was more of a fictional history lesson than it was a character description. But I hope you liked it anyway. Oh, and I probably should clarify that when I said Ambrosia, I meant the Greek gods' immortality granting drink. Not the fruit salad, lol 😂. I hope you like her, I certainly do!
