I've seen some people saying Shinsou's quirk is better than Mineta and I completely disagree. Say Shinsou got popular as a pro hero and villains knew his quirk, his quirk would be completely useless then all the villain has to do is not talk. Mineta on the other hand, if he trained a bit harder I bet he could be amazing. Think about it. He could get the villain stuck with barely any damage.
