I wonder, why did you ask an obvious question? Everyone knows that so far, Emiko Hayashi of DarkRose--Chan is the only worthy rival for Kyoko Mochizuki. Though before the change regarding my her character occured, Karen Mizuno, for me, was the fitting rival for Kyoko.
Emiko's a real deal too, such a very well constructed character! I've been really interested in her recently, and not gonna lie, I think I know how Infinity's ending will be by now. XD
I'm very much so looking forward to Los Bastardo, a collaboration between Eth and Rand where Kyoko and Emiko are rivals. Honestly, it sounds cool just from the sound of it!
What makes you say a waifu is a good waifu? For you, who is the best waifu? XD

Haha, the construction of your question is quite funny. If we didn't have a conversation before this, I would have been confused on what exactly you'd like me to answer, so here goes. ^^;
To be honest, I am not very well informed in others' criteria or basis, and I will be deciding things on my own thoughts. I am not even very familiar with a lot of anime since work consumes almost all of my time. ;;
Regardless, I am most focused on a characters dialogues, actions, decisions, talents, before I decide whether or not they are a great character, or more importantly, as a person in the story. Appearance also becomes a factor, for example, the impression the character gives based on how they look like.
For me, a good waifu is someone independent, in contrast to the usual tropes or impression of women. I dislike stereotypes made on women, so seeing a girl portryed differently in a story is very refreshing, making me instantly attracted on the character. Quite differently from how I seem to be, but honestly, I am more of a person that takes first impression very seriously. Not someone that takes a long time before taking a liking into a character.
Of course, there are exceptions since yes, character development is very important. It entertains me so much when a character I hate changes for the good. Though the sudden type of change that's quite unreasonable, or something that makes you feel meh is a big turn off and makes me hate the character even more.
And for me, Mikasa Ackerman from Attack On Titan are one of the women that deserves such title, though I haven't even finished the series yet, and is unlikely to. I loved her in a short period of time, just by watching the first season. Makoto Nijima also deserves the honourable mention. Smart people are attractive for me, though at some point, there's a turn off I cannot exactly pinpoint.
As for the OCs, honestly, no one else stood out aside from Kyoko Mochizuki! The moment I started reading Pandemonium, I was almost instantly captivated by Kyoko's portrayal. Perhaps, it is because her character fits well to my standards. In addition to that, her beauty. Possibly, the face claim is a factor, but then, Eth does portray her beautifully. Her creator also has the talent to search for pictures that fits her portrayal and image very well too.

Ysa, you mentioned the quote, "a true waifu don't need big chest." Honestly, why not get someone who has both?
This issue rose several times already, and honestly, it seemed petty for me. I am not against flat-chested girls, nor characters. To be honest, as long as it don't be suddenly change from flat to big. Be consistent with what you have.
I am quite neutral to this to be honest, yes, you don't have to have large breasts just to be a "true" waifu, but being flat honestly don't make a character a "true" waifu either. Just where did that come from?! XD It just sounds so wrong to me. That's such a baseless proclamation! XD
