Make Writing a Habit
When I first started writing, I only wrote when I had "inspiration." Basically, whenever I felt like doing it, I did. But I usually didn't feel that way, and the more I delayed, the less I felt like doing it. Recently, I discovered a handy little thing called habit.
I'm sure you've heard of it.
Instead of writing spasmodically whenever the feeling hit me, I set a daily word count goal. For example, if I wanted my book to be, say, 30,000 words long, and to finish it in about 100 days (a little over three months), I would write 300 words every day.
If that doesn't work for you, try setting aside a particular time of day to write. Write every day, and pretty soon, you'll have a book.
