OK most... All of you probably don't have an idea on how much of this works so I'll explain

So lemme explain how it works with legends and Stuff normal people are well Normal the living legends are normal people who've done something that made them seem like legends but aren't (they do however have a high chance of being reborn as one).

As for the legends let me tell you a story:
The land is ruled by the Andion and Zoral kingdoms which go way back to ancient times but before that the land was just a dessert.  Until the goddess Teria came along, she made rivers flow with water and made forests grow somewhere along that she brought in animals and humans to live there. Teria split the humans into two groups and gave one each to her daughter and son. The two siblings proceeded to make the colonies grow and eventually turn into the kingdoms also acting as their first leaders the siblings helped the humans and eventually other species to become strong enough so they wouldn't be needed anymore. That's when the siblings left and became the first legends of the lands. Every legend has a purpose which is why there are only so few.  People which have been gifted will eventually be reborn with enormous power... reborn as legends.
