Book concept vs. game concept
After years of experience with the Thu'um, my MC sometimes uses two shouts in succession. These are usually one garbage shout and then a full one and then he thinks he's going to die. In reality, after shouting once the vocal cords and lungs vibrate at unnatural wavelengths and shouting again can cause immense and painful strain or cause his lungs and vocal cords to explode. So yeah sometimes he is dying.

The "cooldown" is once Talion stops feeling the vibrations in his chest and throat it's safe to shout again. Some shouts with lower cooldowns can be used consecutively like the game but not abused. Like Dragon Aspect+whatever since dragon aspect boosts shouts and has like no cooldown.

Throw Voice: Zul-Mey-Gut
Used in final throwdown.

Slow Time: Tiid-Klo-Ul
Used in the first fight with Dimitri and several other places. It's one of Tailon's favorite shouts. He used this shout often when clearing Stormcloak walls in mere seconds. To onlookers it looks like super-speed.

Become Ethreal: Feim-Zii-Gron
Used to swim in the corrosive waters of Apocrypha. Talion has also used this to jump from great heights.

Storm Call: Strun-Bah-Qo
Used when Talion first went to sea with his son against pirates. One of Talion's faves.

Dragon Storm-Call: Strun-Bah-Dov
Alduin used this at Helgen and in battle. (The words aren't official canon, I just substituted Dov for Qo.)

Bend Will: Gol-Hah-Dov
Used on corrupted Dremora Lord to learn about the Black Elder Scroll.

Fire Breath: Yol-Toor-Shul
Used in first showdown on Dimitri. Used in tinvaak with a special Dov.

Ice Form: Liz-Slen-Nus
Used to finish off pirates after Storm Call.

Dragon Aspect: Mul-Qah-Diiv
Used just after reading the Black Elder Scroll before heading into the Field of Enigmas.

Cyclone: Ven-Gaar-Nos
Used to finish off the enemies at the Field of Enigmas.

Dragonrend: Joor-Zah-Frul
Used on the dragon in Blackreach and several other places. Even used by a special dragon.

God-rend: ???
Teaser.

Whirlwind Sprint: Wuld-Nah-Kest
Used to escape a small army of seekers, lurkers, and Dremora.

Unrelenting Force: Fus-Ro-Dah
Used to obliterate priest of Meridia & is used in several other places in the book.

Elemental Fury: Su-Grah-Dun
Not used, trolololololol. Talion's used this in the past so he could make full use of the Bloodskal Blade's range capabilities.

Soul-Snare Mist: Ven-Mul-Riik
Was used by Alduin in Sovengarde. Used after Dragon Aspect.

Phantom-Forms: Fiik-Lo-Sah
Used by Greybeards. Used upon entering the Field of Enigmas, boosted by Dragon Aspect.

Clear Skies: Lok-Vah-Koor
Used when riding Paarthurnax out of turbulent weather to Solstheim. Talion used it a lot more when he was younger and wasn't wanting to be wet but stopped when he joined the Legion... and grew up a bit.
