 I think the reason Foyle usually went underestimated by everyone was because of his personality. He was very quiet and modest, but also honest and straightforward. Throughout the series, he showed that it didn't matter to him how important a person was to any war efforts, be it World War II or the following Cold War; if they were guilty of murder, he would arrest them. It was because of the kind of person he was that many of his colleagues, both in the police force and with MI5, saw him as a troublemaker. At the beginning of season seven, it's even mentioned that he got himself put on an FBI watchlist during his trip to America in the time between series 6 and 7. 

 One thing about the show that I will say was great was the historical background and detail. This show was great at showing what life was like in the English countryside during World War II (Foyle lived in the fictional town of Hastings on the south coast) and at what London was like in the aftermath of the war. The historical detail was very well-done, and the characters and their stories were all genuinely interesting.
