Tobirama was drowning himself in his work after he found out his parents were killed in cold blood, he put in a investigation and found out that the hero association was responsible and Katsuki was the one who told them about his parents.

He continued working when he felt a pair of arms snake around him and pull him into a hug.

"You need to take a break Tobirama, you haven't slept in a week and me and Eri are getting worried" said Kaina.

"I know but I need to do this and prepare to finally destroy the hero association once and for all and teach Bakugo a lesson" said Tobirama showing his anger.

Kaina nodded her head in understanding but knew she had to stop him, so she gently cupped his chin and kissed him "come on you need sleep". She then took his hand and dragged him away until they arrived at his room which was very spartan in appearance only containing what he needed along with a two pictures. One of his parents and the other was of Kaina and Eri together.

She stopped at his bed and made him lay down before she got in and laid her head on his chest over his heart.

A couple seconds later they heard the door open and saw Eri running in and climbed into the bed cuddling up to both of them.

Tobirama gently rubbed the top of Eri's head before he eventually did fall asleep from exhaustion.

The very next day Tobirama gathered all the information he needed and started to do the finishing touches on his plan to finally end the hero association. As he was doing the finishing touches on it, he read a report about a massive meeting the hero association will be having where all the key members will be in the same location.

He stood up and walked to his closet putting on his armor and filling up his pouch with kunai and shuriken along with extra scrolls. After that he walked out heading to the exit to go and kill them to make sure the hero association never comes back.

Tobirama was getting near the exit when he was stopped by Kaina "where are you going?" She asked curiously while holding some documents.

"...out...".

She didn't like the way he said it but knew she couldn't exactly stop him so she walked up to him and gave him a kiss "just be careful please and come back ok?".

"I promise I will Kaina" he said giving her a kiss before he left.

Tobirama was running across the rooftops heading to the government building owned by the hero association. It was a massive domed structure surrounded by hundreds of heros and agents control by the hero association, after a couple minutes he arrived at his destination.

Tobirama looked over the structure and pulled out a couple kunais.

A corrupt hero was patrolling a remote section outside the dome making sure no one interrupted the meeting. As he continued walking he suddenly felt a hand cover his mouth as cold steel stabbed into the top of his shoulder before it was pulled out and stabbed into his throat cutting the spinal cord.

The body of the hero fell to the ground and the figure then turned around throwing two kunai at two other heroes hitting them in the throats. He then quickly ran off heading inside the building where he quickly jumped to the ceiling missing a agent doing a patrol, he pulled out his ninja wire and dropped it down.

The agent saw something shiney on his shoulder and saw that it looked like string but before he could do anything it was pulled taught pulling him to the ceiling where he slowly choked to death while bleeding out from the neck.

Tobirama then continued his way through the structure leaving a trail of bodies that he hid on his way through the structure. As he continued he saw a hero standing Infront of the door that led to meeting room and he went through hand signs making a water ball above the heroes head.

The hero was looking over the hall while standing guard making sure no one somehow got passed him. The next thing he knew was that his head was covered in water and he was drowning. He kept thrashing around trying to get it off so he could breath but no matter what he did nothing worked and before long he ended up drowning and fell to the ground.

Tobirama walked around the corner and pulled out a kunai throwing it at his head making sure he was dead.

He took a long breath before he quietly opened the door to enter the room and then immediately jumping to the ceiling using chakra to stick to it to hear the board meeting unnoticed.

"Mr president what should we do about the Anbu and the villains along with the people and heroes that are questioning our authority?" Asked one of the board members.

"We shall implement martial law and arrest or kill any who oppose us, we will have to also threaten lots of the heros who work to make sure they obey our rule. The next step would be to arrest the families declaring them as part of the terrorist organization known as Anbu" said the new president of the hero association.

They continued talking and some were even talking about using fear to control them and putting them in concentration camps to use as free labor to fix the county.

"Another thing we need to do is go to more orphanages to find more children to kidnap and turn into soldiers" said a hero named Evileye.

Tobirama was seething in rage and felt it boiling over, he created a couple of scrolls placing seals on them before he threw them to all the exits in the room.

"The next thing we heard from Bakugo was that Nezu is going to increasing the training from those students" said one member.

"Indeed and from another report we have, he said that a girl named Uraraka has a family that is struggling. Maybe we could use her family as a means to an end for the future and once she's used up we'll have her and her family killed" said another member.

"Agreed, we should also commit a terrorist attack destroying a school and killing the children to blame it on Tobirama and his Anbu" said the President.

Said man has had enough of them and pulled out a kunai before he dropped down from the ceiling plunging it into one of board members killing him instantly.

The other members panicked and started to freak out.

"H-HOW D-" she didn't get to finish her sentence when Tobirama's hand was covered in lightening and he stabbed it through her heart.

"You've caused this world enough evil" Tobirama said standing up before he did a single hand sign and shot a water gunshot blowing a members head off.

"RUN!!" Yelled the president as he booked it out of there running to the door and tried to pry it open but the door wouldn't budge a single inch.

Tobirama ran through the room cutting down all the board members in fast but brutally painful ways.

The president turned around and felt his pants get wet suddenly as he saw said man walking towards him covered in blood with his clothing and hair being soaked in it.

Tobirama then pulled out his sword and faster than the president could react his arm was sticking out to the side with his sword.

Pain was all the president felt as his arm fell off and a massive cut went across his stomach and chest. The president fell to his knees but before he could he felt a hand grab him by his throat lifting him up into the air "your going to tell me everything you know and all that your planning".

"Y-you can't s-scare you villain..".

Tobirama let a rare smirk adorn his face as he looked at him before he pulled did a single hand sign and the blood inside the presidents body started to act like needles and stab his organs.

He then pulled out his kunai and held it over the presidents eye "the last thing you'll see before I take your sight will be despair".

"AHHHHHHH!!!!!" It was unbelievable pain as he felt the kunai slowly get stabbed into his eye destroying it while Tobirama also twisted the blade.

Lemillion and Sir Nighteye were standing Infront of the building watching it burn down, but Infront of them they saw something more gruesome.

The president of the hero associations body was strung up by the flag poles that had the associations flags on it, his back was cut open and had the skin, bones, along with his lungs strung out to look like wings. His eyes were gouged out and his face showed nothing but pain and misery.

Tobirama made no attempt to hide that he did this and for the people that support him they couldn't blame him because of all the evil the association has done along with killing his own parents. Before he left the building he released all the information on the servers and now it's spreading like wild fire across the whole world.

As this happened 3 people knew the end was coming.

Would the symbol of evil take over the world and plunge it into darkness for his rule.

Would the symbol of peace beat evil and the vigilante and restore peace and order to make sure this bloodshed ends but corruption can retake root.

Or would the water dragon win this war and finish the revolution he started to finally attempt to end humanities evil to make sure people aren't controlled by the ones meant to protect them.
