Child Snatching and Trafficking

Previously on Gotham(Shows Gotham, Selina Kyle standing on top of a building, Falcone and his men enter the garage and start shooting)
Oswald: There's a war coming. A terrible war. There will be chaos.(Cuts to Jim Gordon and Oswald Cobblepot at the docks) Oswald: Rivers of blood in the streets. I know it. I can see it coming.(Cuts to Fish Mooney giving a cold stare with one hand on her hip and the other one resting on a table) Fish: It's time somebody has to take over it might as well be me.(Cut to the alley, as a mysterious man murders Bruce Wayne's parents right in front of him and Bruce screams with Selina looking) Jim: My name's James Gordon. I'm a detective.(James Gordon appears on the murder scene with Harvey Bullock, then it cut to Bruce Wayne) Bruce: My name is Bruce Wayne. Jim: I promise I will find the man who did this.(Shows Jim and Harvey with the little boy and girl at the GCPD)Jim: My name is James Gordon, but people usually call me Jim and I work for the police. Jamie: My name is Jamie. Julia: My name is Julia. We're twins.(Shows Jim talking to Barbara.) Jim: I wanted us to adopt them and together.(Jim chases after Mario Pepper) Jim: Stop or I'll shoot. Jim: He was framed to cover up for the real killer.(Shows Jim talking to Don Falcone)Jim: I know that you own the police department. Probably the mayor. Falcone: You can't have organized crime without law and order.(At Fish Mooney's Place) Fish: You snitched my little penguin.(At the docks) Oswald: Please. Harvey Bullock: Falcone wants you to put a bullet in his head. Then everybody knows you're with the program. Jim: Don't ever come back to Gotham.
Gotham Now...
After everything that had happen Jim Gordon was more determined than ever before to find out who killed the Waynes and why and to try to clean up the GCPD while he was at it. The twins who he adopted, Jamie and Julia were recently enrolled in preschool. They both hated the idea of it, because it meant being away from Jim, but what was nice about it was that it was only for three hours and it was in the morning. While they were there they made sure to always stay together.
Jim was currently looking over the body of a homeless man lying beside a smoldering trash can fire. The blood was dry all over the man's shirt, as well as some on concrete around the body, and there was a bullet hole in his chest. Jim looks to his left to see a train traveling and then looks to his right to see a busy street.
When Jim noticed something, he took out his pen that he always kept with him from his jacket and knelt down to examine it. He saw there was a dog tag necklace around the man's neck and he lifted it up with his pen to get a better look. After he saw that the man was once a war veteran he let out a small sigh. As he was looking at the body he was unaware that he was being watched by the girl named Selina Kyle. Jim frowns at the body then puts the pen back into his pocket.
Harvey Bullock then walked up to Jim with a cup of coffee in his hands. "I got you one, but I dropped it."
"Yeah, thanks," Jim mutters, "Where is everybody?"
"I don't know," Harvey answers as he takes a drink of his coffee.
"What do you think?" Jim asked, as Harvey loudly sipped his drink.
"I think it's been a long shift. We give this bum three hours, then we knock off," Harvey replies as a police car drives up.
"He was a vet," Jim states
"I salute his service. Now he's a dead bum. People are shooting bums all the time. We might as well be looking for the tooth fairy," Harvey comments.
Another officer stepped towards them, "Hey, guys."
"Hey, Bo," Harvey greets the officer.
"How come you weren't here?" Jim asked, his tone obviously angry.
"Whoa, whoa. Good morning to you too," Bo said surprised by Jim's attitude.
"Where were you?" Jim demands.
"I was at a restaurant down the street here. Chez Vous. They had some... homeless junkie kid fell through their front window last night. I've been taking care of that," Bo explains.
"This is a potential murder," Jim forced the words out, rather than saying something else. "You're first responder. Supposed to preserve the integrity of the crime scene."
"He's got a point," Harvey agreed.
"Well, the restaurant pays me $50 a month to look out for them. So I'm gonna babysit a dead wino? I got a family," the officer states.
"He's got a point," Harvey repeated, turning to Jim.
Jim scowls and then asks, "Why'd the kid jump through the window?"
"Who knows? He was high," Bo suggests.
Jim gave him a look and asked the cop, "Did you ask him?"
"Why am I the bad guy here?" Bo asks getting defensive.
"I'm asking about the kid because maybe he's related to the victim. And you're not a bad guy. You're just a bad cop," Jim states with disappointment.
"Whoa! Who you talking to?" Bo said offended.
The cop tried to lunge at Jim, only for Harvey to intervene. Jim and the other cop kept trying to get at each other, but Harvey was holding them back.
"Hey! Whoa!" Harvey shouted, when his coffee cup dropped to the floor.
A little while later Jim and Harvey are at the precinct talking to the kid, who's name is Mackey. "And then Zeb and Smoke went right down. That's when that wacky dude just shot Soldier. That's when I realized that I needed to get out of there. So I ran and I ran and that's how I ended up on the floor of that restaurant."
"She used a pin?" Jim asks unsure whether to believe the kid or not.
"I swear. A big pin. But listen this is not the first time. Street kids have been disappearing for weeks now. By the dozens no one knows why," Macky explained.
"First We've heard of it." Harvey replies giving me the kids crazy look.
"Why-why would you? Nobody gives a crap about us," Macky replies hitting his hand against his other hand. "I mean look that is proof." The kid says turning around to show Harvey a nick on his neck.
"That is not proof that is a scab!" Harvey shouts, "Now listen Macky we are grown ups we are smarter then you!"
"Man whatever!" The kid replies in irritation.
"You're going to tell me the truth! It was you wasn't it? You killed that poor old man. It was you now your gonna tell me the truth or I swear to God I'll beat it out of you! That old man was a war veteran!" Harvey demands angrily.
"Listen Cat was there," Macky quickly said, "Cat saw the whole thing. Talk to Cat."
"Relax, Macky, relax. No one is going to beat you," Jim assures him and asks, "Who's Cat?"
"What do you mean no one is going to beat him? Isn't that what I just said I was going to do right now? I was gonna beat him?" Harvey replies angrily.
"Come here. Come here," Jim replies grabbing Harvey by the arm and pulling him aside.
"He's 16."
"Yeah and he's 6ft 220 pounds. He can take a punch," Harvey responds "Look I wasn't going to beat him. I just wanted to scare him, but if I did want to beat him I could. It would be my prerogative."
"It's illegal," Jim stated.
"Ill- How now so righteous? Hmm? Not long since you put a man in the river." Harvey replies a little too loudly.
Jim glances, "You want say that a little louder? Not everybody heard," Jim replies with a frown.
"Ever since then, you've been a royal pain in the ass," Harvey complains, "You think I or anyone around here gives a crap about a dead snitch or your guilty conscience? We've got our own problems!"
"Guilty conscience call it what you want. I'm going to do what's right," Jim states.
"You're beginning to irritate me," Harvey said with annoyance, grabbing Jim.
"Get your hands off me!" Jim demands, shoving Harvey who stumbled into a nearby cop.
"Hey watch the shoes clown," the cop said irritated. To which Harvey responds by kicking the man in the groin.
Then turning to Jim with an angry look on his face he says, "Shifts over!"
Barbara had a meeting to go to at her art gallery, so she dropped off Jamie and Julia at the police station after school, and Jim made sure to keep his eyes on the children at all times. But while Jim was in the office with Captain Essen and Harvey Bullock, they were at Jim's desk just sitting around with bored looks on their faces until they spotted Edward Nygma standing outside the captain's office.
They got off from where they were sitting at and walked happily towards the tall man with glasses, who was looking inside. When they tugged on his pant legs to get his attention, Ed turned around and looked down to see who it was.
"Hello!" Julia greeted happily.
"Hi!" Jamie smiled.
Ed looked at the little girl and boy with a small grin on his face and knelt down to their level.
"Who are people you see everyday, but you don't know?" Ed quizzed.
"Strangers?" Jamie answered after thinking a bit. He remembered what strangers were, because he remembered before Jim and Barbara adopted him and his sister, their uncle would tell them about strangers.
"Correct," Ed smiled at the little boy, "I believe the three of us have not been properly introduced."
The twins smiled and stuck out their hands to Ed.
"My name is Jamie," Jamie said.
"And my name is Julia," Julia said.
Ed shook both of their hands, "My name is Edward, Edward Nygma."
Julia cocked her head like a bird, "Whatcha doin'?"
Ed gave the little girl a small smile, "I'm doing work."
"What kind of work?" Jamie inquired.
Ed had an amused look on his face at their innocent curiosity, "Work that is only proper to talk about only with grownups like your daddy. I also think your daddy would very much like it if you two waited for him to finish up his work."
"Okay, bye Eddie," Julia said happily skipping back to their father's desk.
"Bye, Mr. Eddie," Jamie waved goodbye and followed Julia.
Meanwhile in the Essen's office, Harvey was complaining to the captain about Jim's behavior.
"He's saying he has a right to stop me from beating on a mope," Harvey complains.
"Damn right I do," Jim replies.
"How am I supposed to work with this?" Harvey demands.
"Look Jim, it's not like I can order you to break the law but this is Gotham. You don't bend you'll get broke," Essen replies.
"I understand," Jim states with his hands on his hips.
"I thought you were with the program," The Captain questions.
"He is," Harvey replies.
"Well let's get back to work," Sarah responds, "Where are you at?"
Jim says with a sigh, "Well if the boy we have is telling the truth... there's a couple of kidnappers out there abducting homeless children in numbers. They lured them close with a food truck from the mayor's homeless outreach project. Then they drugged him with a jab from a big pin."
"Why would anyone want to abduct scraggly-ass orphans in bulk? Where's the market? They are on the streets because no one wants them anyway. If they said they were snatching up cute girls I'd believe them. But what would anyone want with a lard-ass like Macky?" Harvey asks.
"What is it Ed?" Essen demands as she spots Edward Nygma standing outside the doorway listening in on the conversation.
Ed steps into the captain's office. "Guess what I found?" Ed says with a smile. "I did a blood test on him and he had high levels of ATP. What's ATP?" Jim raises an eyebrow. Ed answers, "It's a fast acting knockout drug. It was used at the old Arkham Asylum to bring down troublesome patients. It's hard to get, no recreational use."
"Okay. That's interesting," Harvey admits.
"Anything else?" The Captain asks Ed who shakes his head no. "Thank you Ed." Ed grins at the two detectives and then back at the captain. "Thank you Ed," Essen repeats. With that he frowns and walks out of the office.
"Get to work and keep this quiet no press not a word," Essen orders them.
"Shouldn't we tell the public what's going on? Warn them?" Jim asks in concern.
"Department policy. We don't advertise this kind of stuff. Causes panic. The headlines will read Gotham's Kids Snatched," Essen states.
"Which would be true," Jim comments.
"No press that's an order. Follow up on the drug, the ATP, and the Arkham connection," Essen states firmly.
"Arkham has been closed for like 10 years." Harvey replies.
"Yeah, 15," Sarah corrects.
"The drug suppliers might still be in business," Jim said.
"Oh, uh, this happened on Fish Mooney's turf do you wanna see if it's safe for us to go back there. Or is uh, she still mad at us?" Harvey asks.
"That's a good question," Sarah responds.
Since Barbara was still at her meeting Jim had no choice, but to take Jamie and Julia with them when they went to see Fish. After what happen with Fish Mooney, Jim wasn't comfortable with the kids being around the woman, especially if she said something wrong in front of them, but there wasn't any other option.
"Harvey, Jim. And young Jamie and darling Julia. How marvelous," Fish states as they walk into her establishment.
"Are you still mad at us?" Harvey asks as he takes off his hat as a sign of respect.
"No. I'm quite fond of you," Fish said to Harvey and to Jim she said, "And you, you intrigue me. I knew I'd regret killing you as soon as I gave the word."
The twins heard that and looked at Fish wide scared eyes.
"You tried to kill Daddy?!" Julia squeaks with fear.
"Oh, no, no honey," Fish intervenes with a smirk before Jim could speak, "It was only a figure of speech." Looking at Harvey she says, "I'm feisty like that." Turning back to the twins she asks, "How would you two like some chocolate milk?"
"Yeah!" Jamie and Julia say together with smiles.
"You wouldn't mind, would you?" Fish said looking at Jim.
"I suppose not," Jim said with hesitation
"There's a refrigerator behind the back counter. You'll find some bottles of chocolate milk there," Fish told the twins.
"Okay," Jamie said. Jamie and Julia skipped to the back counter out of ear shot.
"What do you know about a man and a woman abducting street kids on your turf?" Jim asks.
"No foreplay with you huh?" Fish asks shaking her head, "Figures. But you got with the program. Killed Penguin your own bad self. I was surprised. Straight arrow like you."
"I guess you misjudged me," Jim replies.
"I guess I did. Your just a little sinner like the rest of us. I'm almost kind of sad about that," Fish says seductively stepping closer to Jim.
"We are looking for a man and a woman. Middle Aged. White. Targeting children under 16," Jim said ignoring Mooney's attempt to seduce him.
"They use a poison pin if you can believe it," Harvey replies.
"Use to be there was only a market for nice looking girls," Fish replies.
"That's what I said," Harvey responds.
"But now there's a new buyer overseas that'll take anyone that's young and healthy," Fish explains.
"Overseas where? Who's they?" Jim asks.
"Nobody knows," Fish answers.
"What do they want them for?" Jim asks.
"Nobody knows and no one cares to know," Fish replies.
Jim stares at Fish and nods in understanding.
Luckily Jamie and Julia were too busy looking around at Fish's nightclub while drinking their chocolate milk to hear what their father, Harvey and Fish Mooney were talking about.
Back at the apartment Jim was discussing the case with Barbara with takeout food. Barbara had just put Jamie and Julia to bed after giving them their dinner.
"Ta-da! Moo shu," Barbara said holding up one of the boxes of takeout food to Jim who is drinking a beer. "Sorry. Go on. They drug them with a big pin? That is so creepy," Barbara comments as she joins Jim on the couch.
"No, you don't what to hear this stuff. It's depressing," Jim comments.
"What do they use them for? The children?" Barbara asked.
"Nobody seems to know," Jim answers, "And we can't say a damn thing to the press. Bad PR."
"I can't believe the system is so corrupt," Barbara sighs.
Unknown to them their own two children, Jamie and Julia, were listening to their conversation and exchange nervous glances.
"Jamie, I'm scared. What if they take us?" Julia asks Jamie worried about the child snatchers.
Jamie doesn't know how to respond to what his sister said, instead he grabs his sister's hand. They then hugged their stuffed animals Barbara got them. Jamie's was a stuffed dinosaur named Stompy and Julia's was a stuffed black and white rabbit named Floppy.
The day after, Essen through a newspaper on the desk. The title of it read, "CHILD SNATCHERS!" "Gotham Spirals Ever Downward."
"Gotham spirals ever downward. Major James under attack. Vows swift action. Points finger at police department's sluggish response. Et cetera," Essen quotes the newspaper, her hands clenched into fists on her hips.
"It's just ink," Harvey shrugged.
"Did you give them this?" Essen asks Harvey.
"Me?" Harvey asked offended.
"You've done it before," Essen comments.
"On my own case. Never," Harvey sighed, turning towards Jim, "Be a very stupid thing to do."
"Jim?" Essen asks in warning with her arms folded.
"I didn't call it in. I swear," Jim denies, which was true since it was Barbara who gave the information.
"Another mystery," Essen sighs.
"We have a thin lead on the case, if you'd like to hear it, ma'am," Jim suggested, and she nodded at it. "There's only three companies in Gotham that stock this ATP stuff. You need a special license to buy it. Chances are, one of the three is crooked."
"We're looking to lean hard on all three like they are crooked. See which one pops," Harvey said.
Essen motions them to leave, shooting Jim a look she grabs the newspaper and walks off.
