Background: Born in Gotham, Joe was a young, idealistic beat cop who worked for a time under the many captains of the GCPD precinct, however, he was shot by Nygma while trying to help prove Gordon's innocence.He was later resurrected by Hugo Strange, however the process was incomplete and experimental in it's nature, resulting in him becoming essentially a living corpse.

Personality: Possessing a quick, sardonic wit and often lightening dark situations with his humour. Joe's cavalier exterior hides a soul in constant torment. Moreso after his 'death'.

Other: Post 'Death', Joe is physically unable to die, however is also unable to eat, sleep and must exercise regularly to combat Rigor Mortis. He does not produce body heat, nor does he carry a pulse. He will also no longer heal from any wounds without extensive treatment and constant redressing of bandages.He does however, not require oxygen to breathe and is immune to most toxins and drugs, since they are unable to spread around the body. To his lamentation, this also includes alcohol.
